248 <br /> <br /> Ms. Waters stated that Council has no authority to <br />remove a public official from office, but the authority rests <br />with the Circuit Court for reasons such as gross misconduct <br />only. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that in cases <br />such as misconduct, the Council could petition the~Circuit <br />Court to consider removal of a public official. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Gouldman <br />stated that Council could vote to request the resignation of <br />a public official. <br /> <br />PUBLIC HEARING: CDBG PRIORITIES - FY 89-90 <br /> <br /> Mr. Hendrix eXplained that this was the initial public <br />hearing held to receive comments concerning the priorities <br />for Community Development Block Grant funding for fiscal year <br />1989-90. Mr. Hendrix stated that the CDBG Task Force has <br />recommended the following priorities for the funds: housing, <br />sidewalks, drainage, and targeting the Fifeville <br />neighborhood. <br /> <br /> Mr. Fran Lawrence, member of the CDBG Task Force stated <br />that the Task Force had made its recommendations following a <br />bus tour through City neighborhoods and from input from <br />Council's annual retreat. Mr. Lawrence stated that the Task <br />Force felt targeting the Fifeville neighborhood was important <br />because of the new University hospital and the realignment of <br />9th and 10th Streets. Mr. Lawrence recommended that the <br />Council appoint a neighborhoOd task force made up of <br />Fifeville residents who would make recommendations to the <br />Task Force for specific use of the funds. The Task FOrce <br />would then make its recommendations to the Council. Mr. <br />Lawrence stated that it waS hoped that the CDBG fundS could <br />be matched by funds from the City's General Fund and from <br />grants from the University of Virginia and private <br />foundations. <br /> <br /> Ms. Celestine Harbert, PreSident of the Fifeville <br />Neighborhood Association, stated that the neighborhood was <br />grateful for consideration of Fifeville as the target <br />neighborhood. <br /> <br /> Mr. Bob Newman, Executive Director of the <br />Charlottesville Housing Improvement Program (CHIP), stated <br />that CDBG funding is CHIP's primary source of funding and <br />$174,000 is being requested for FY 89-90, a 5% increase over <br />this year's funding. Mr. Newman stated that the City has <br />applied for a State grant which, if received, will enable <br />CHIP to perform additional rehabilitationS. <br /> <br /> Mr. David Toscano, Chairman of the Social Development <br />Commission, stated that between $500,000 and $600,000 is <br />expected to be received in CDBG funding and 12% of these <br />funds have traditionally been used for social programs. Mr. <br />Toscano stated that the Commission has favored funding <br />innovative programs in the past, some of which have later <br />been funded with City for private funds. Mr. Toscano stated <br />that five programs are presently being evaluated by the <br />Commission and race relations are considered a high priority <br />by the Commission. <br /> <br /> As there were no further Speakers, the public hearing <br />was closed. <br /> <br />PUBLIC HEARING: CHARTERCHANGE RELATING TO ADOPTION AND <br />ENFORCEMENT OF NOISE ORDINANCE <br /> <br /> Mr. Hendrix explained that a public hearing was required <br />prior to Council requesting that the General Assembly change <br />the City's Charter to allow enforcement of the City's noise <br /> <br /> <br />
