Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $59,413 is hereby <br />appropriated to expenditure account 11-042-053050 in the <br />Grants Fund for planning activities, including <br />administration, data base maintenance and a study of <br />transportation needs for the southern City/County area. Such <br />activities shall be conducted by the City under a contract <br />from the Thomas Jefferson Planning District Commission <br />(TJPDC) pursuant to a Section 112 planning and programming <br />grant received by TJPDC from the Federal Highway <br />Administration (FHWA) andthe Virginia Department of Highways <br />and Transportation (VDH&T). <br /> <br /> This appropriation shall be subject to the receipt by <br />the City for credit to the Grants Fund of $49,001 in FHWA <br />funds, and $5,206 in VDH&T funds. <br /> <br /> BE IT FURTHER RESOLVED that the balance of the foregoing <br />grant, the sum of $5,206, is hereby appropriated from the <br />unappropriated balance of the General Fund for transfer to <br />the Grants Fund as the City's matching share of such grant. <br /> <br />APPROPRIATION: <br /> <br />DEPARTMENT <br /> <br />$12,009 - TEMPORARY POSITIONS IN SOCIAL SERVICES <br /> <br /> Mr. Hendrix stated that the $12,009 was a State grant to <br />fund two part-time clerical positions for half a year to <br />determine the effectiveness of a lower classification of <br />worker performing certain functions in the Social Services <br />Department. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$12,009 appropriation for temporary positions in the Social <br />Services Department was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: $3,600 - DMV SAFETY PROJECT GRANT <br /> <br /> Mr. Hendrix stated that the $3,600 was a grant from the <br />State Division of Motor Vehicles which will used to lease a <br />micro-computer to analyze accident data at various <br />intersections in the City. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />$3,600 appropriation of the DMV Safety Project Grant was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $1,706,865.26 - JOB TRAINING AND PARTNERSHIP ACT <br /> <br /> Mr. Hendrix explained that the City acts as the <br />administrative agent for the Job Training and Partnership Act <br />Program which operates in two jurisdictions and noted that <br />the City has no control over the actual Program. <br /> <br /> Mr. Willie Blanton, Director of the JTPA Program, stated <br />that the low employment rates in the community have reduced <br />the number of persons the program has been able to serve and <br />additional requests for proposals will be put out soon in an <br />attempt to increase the participation in the program. <br /> <br /> Ms. Waters questioned whether the program had the <br />flexibility to provide training for upwardmobility and Mr. <br />Blanton replied that some adjustment to the present plan <br />would be required, but that it would be possible to redesign <br />programs to provide this type of training. <br /> <br /> Responding to a question from Mr. Towe, Mr. Blanton <br />stated that the average cost per person in the program is <br />approximately $2,500. <br /> <br /> <br />
