252 <br /> <br /> Ms. Waters recommended that the City's representative on <br />the Private Industry Council, the governing board for the <br />JTPA Program, be approached regarding various alternative <br />programs which could be offered. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$1,706,865.26 appropriation for the Job Training and <br />Partnership Act was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: $10,000 - JPA/LEE STREET REPAVING <br /> <br /> Mr. Hendrix stated that the $10,000 appropriation was <br />the amount received from the University of Virginia for <br />repaving a section of the street where a traffic signal had <br />been installed at the intersection of Jefferson Park Avenue <br />and Lee Street. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Buck, the <br />$10,000 appropriation for the JPA/Lee Street repaving was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $19,932.25 - DRUG SEIZURE ASSETS <br /> <br /> Mr. Hendrix stated that the $19,932.25 appropriation was <br />the amount returned to the City by the U. S. Department of <br />Justice for the City's part in recent drug arrests. Mr. <br />Hendrix stated that because of a change in law, this will be <br />the final time the City will receive these funds. Mr. <br />Hendrix explained that the majority of the funds will be put <br />into overtime salaries in the drug enforcement unit. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$19,932.25 appropriation of the drug seizure assets was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: ~3,000 - HAZARDOUS MATERIALS GRANT <br /> <br /> Mr. Hendrix stated that the $3,000 was a State grant to <br />both the City and Albemarle County for the purchase of <br />materials to use in the Hazardous Materials Program which is <br />administered by the City. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />~3,000 appropriation of the Hazardous Materials Grant was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: <br /> <br />TAX EXEMPT POLICY <br /> <br /> Mr. Hendrix stated that a resolution had been prepared <br />at Council's request setting up a policy whereby the'Council <br />would not grant tax exempt status in the future, but instead <br />would consider the requests during the budget process. <br /> <br /> Rev. Edwards questioned what would be considered an <br />extraordinary circumstance which might cause the Council to <br />grant tax exempt status and Mr. Gouldman replied that this <br />clause had been inserted in the resolution to leave the <br />option open. <br /> <br /> Mr. Towe moved the resolution regarding the tax exempt <br />policy and Mr. Buck seconded the motion. <br /> <br /> Rev. Edwards stated that he felt that if passed the <br />policy should be absolute and not allow for exceptions. <br /> <br /> Mr. Vandever stated that he would prefer not to have the <br />policy adopted. <br /> <br /> <br />
