261 <br /> <br />ORDINANCE: REZONING 1329 CHESAPEAKE STREET FROM R-2 TO R-2 <br />PLANNED UNIT DEVELOPMENT (PUD) <br /> <br /> Mr. Huja explained that a Planned Unit Development <br />allowed better use of property with less restrictions. Mr. <br />Huja stated that since the Planning Commission considered the <br />rezoning, the applicant has amended his proposal to save more <br />trees and to reduce the grading on the site. Mr. Huja stated <br />that the Planning Commission recommended denial of the <br />rezoning because the plan as proposed does not adequately <br />meet the land preservation and protection elements of the PUD <br />ordinance. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Huja <br />stated that the Planning Commission has not seen the changes <br />proposed by the applicant. <br /> <br /> Mr. Towe stated that he would be in favor of returning <br />the matter to the Planning Commission for their review <br />because the proposal is a major development and the City is <br />in need of additional housing. <br /> <br /> Ms. Waters stated that she would favor returning the <br />matter to the Planning Commission and noted concern that the <br />number of units proposed for the site were too high for the <br />property. Ms. Waters noted that she was concerned that the <br />number of units proposed for the site was being driven by the <br />price of the property. <br /> <br /> Mr. Huja stated that 22 units would be allowed by-right <br />on the property. <br /> <br /> On motion by Mr. Towe, seconded by Rev. Edwards, Council <br />unanimously voted to return the matter to the Planning <br />Commission. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, Mr. <br />Gib Akin was unanimously appointed as the Planning Commission <br />representative on the Downtown Board of Architectural Review. <br /> <br /> Mr. Towe commended First Night Virginia and the Police <br />and Fire Departments for a successful event. <br /> <br />The meeting was adjourned. <br /> <br /> / <br /> <br /> <br />
