264 <br /> <br />REQUEST: PROPOSED LAW LIBRARY <br /> <br /> Mr. Dick Gibson, Chairman of the BAR Association's Law <br />Library Committee, stated that a survey of Virginia <br />localities had been conducted regarding the existence and <br />success of law libraries. Mr. Gibson stated that several <br />localities were found to have successful law libraries and it <br />had also been determined that a need existed in the <br />Charlottesville area for such a library. Mr. Gibson stated <br />that a joint agreement had been reached with the Jefferson- <br />Madison Regional Library to locate the proposed library in <br />its downtown branch. Mr. Gibson stated that the Virginia <br />Code provides for the collection of a writ tax for all civil <br />suits filed which, if adopted by Council, would provide the <br />operating budget for the law library. Mr. Gibson stated that <br />a user fee would also be assessed on persons using the law. <br />library. Mr. Gibson added that the library would also be <br />underwritten by the local BAR Association. <br /> <br /> Mr. Peter McIntosh, a member of the Library Board, noted <br />that the establishment of the law library was dependent upon <br />both City and Albemarle County participation. <br /> <br /> Mr. Gary Fry, President of the Library Board, stated <br />that the Board fully supports the proposed law library. <br /> <br /> Mr. Gibson noted that the writ tax can only be used for <br />a law library. <br /> <br /> Responding to questions from Ms. Waters regarding space <br />and the possible duplication of services at-the University of <br />Virginia Law School Library, Mr. McIntosh replied that space <br />is now available at the downtown library and it is <br />anticipated that the majority of materials would be computer <br />oriented rather than volumes which would not require a large <br />amount of space. Mr. McIntosh stated that the distance and <br />lack of parking at the Law School Library make its location <br />undesirable from a lawyer's perspective and that their <br />computer materials are not readily available to the public. <br /> <br /> It was agreed that a public hearing would be held in <br />February on the possibility of imposing a writ tax. <br /> <br />STAFF REPORT: BUDGET SCHEDULE <br /> <br /> The proposed budget schedule was presented to Council <br />and approved. <br /> <br />STAFF REPORT: PLANNING COMMISSION RECOMMENDATION RE: <br />PARK MASTER PLAN <br /> <br />McINTIRE <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />stated that the process of developing a master plan for <br />McIntire Park had involved a wide section of the <br />Charlottesville community and the development of a needs <br />assessment. Mr. German stated that the Planning Commission <br />had also considered the matter and made recommendations to <br />Council. <br /> <br /> Mr. Will Rieley, architect for the McIntire Park master <br />plan, requested that Council give general approval for the <br />intentions and direction of the master plan and give specific <br />approval for Phase I of the plan. Mr. Rieley gave a slide <br />presentation of the master plan for McIntire Park. <br /> <br /> Mr. Towe stated that he recommended proceeding with the <br />two lighted softball fields as soon as possible and <br />encouraged the community to make financial contributions <br />toward the park. <br /> <br /> Mr. Buck questioned whether other projects in the <br />Capital Improvement Program could be shifted or delayed to <br /> <br /> <br />
