265 <br /> <br />increase the amount of funding available for Phase I. <br /> <br /> Mr. Gary O~Connell, Deputy City Manager, stated that <br />staff will further explore the costs, especially those <br />related to utilities and road construction before making <br />final recommendations and prioritizing the projects in Phase <br />I. <br /> <br /> Mr. German stated that the City will also apply for <br />additional State park funds for road construction. <br /> <br /> Rev. Edwards made a motion to approve the master plan <br />for MCIntire Park and Mr. Towe seconded the motion. <br /> <br /> Mr. Buck stated that he had reservations about adopting <br />Phase II and III of the master plan because no final <br />determination has been made to eliminate the golf course at <br />McIntire Park and because the park activities proposed for <br />Melbourne Road would not be implemented for approximately <br />five years. <br /> <br /> Ms. Waters recommended that the master plan be approved' <br />as a concept plan. <br /> <br /> Rev. Edwards and Mr. Towe amended their motion to <br />approve Phase I of the master plan and approve the master <br />plan for McIntire Park as a concept plan. The motion was <br />unanimously approved. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading)'~ <br /> <br />$5,000 - EMERGENCY FOOD AND SHELTER GRANT <br /> <br /> The $5,000 appropriation of the Emergency Food and <br />Shelter Grant which was offered at the January 3rd meeting <br />was approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr.~ Towe~ Mr. Vandever~ Ms. Waters. ~ Noes: None. <br /> <br /> WHEREAS, the United States Federal Emergency Management <br />Administration (FEMA) ~has notified the City of a grant in the <br />amount of $5,000 awarded under the Emergency Food and Shelter <br />Program) now, therefore, <br /> <br /> BE 1T~RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $5,000 is hereby appropriated <br />to Social Services Fund expenditure account 12-161-062292 for <br />use by the Social Services Department for payment of rent and <br />utility bills for eligible recipients. SUch appropriation <br />shall be conditioned upon receipt of $5,0.00 from FEMA's~ <br />Emergency.~Food and Shelter Program. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$3,770 - LEGISLATIVE LIAISON TO GENERAL ASSEMBLY <br /> <br /> The $3,770 appropriation for the Legislative Liaison to <br /> the General Assembly which was offered at the January 3rd <br /> meeting was approved by the following vote. Ayes: Rev. <br /> Edwards, Mr, Towei~Mr.~ Vandever, Ms. Waters. Noes: None, <br /> Abstaining: Mr. Buck. <br /> <br /> BE-IT RESOLVED by the Council~of the City of <br /> Charlottesvill~e, ~Virginia, that the sum of $3,770 is hereby <br /> appropriated from the General Fund to the Thomas Jefferson <br /> Planning District COmmission~ as the City's per capita share <br /> (29%) of hiring a legislative liaison to the General Assembly <br /> for the purpose of monitoring and reviewing proposed <br /> legislation~which might affect~the'City.
