267 <br /> <br />New York, a Summary Notice of Sale of $5,000,000 aggregate <br />principal amount of General Improvement Bonds, Series 1989, <br />of the City (hereinbefore defined as the "Bonds"), such <br />publication to be made at 'least ten (10) days prior to the <br />date proposals for the purchase of the Bonds are to be <br />received by this Council. Such Summary Notice of Sale shall <br />be in substantially the form presented to and filed with the <br />minutes of the meeting at which this resolution is being <br />adopted, with such changes as the City Manager shall approve <br />upon the advice of the financial advisors and legal counsel <br />to the City in order to reflect the details of the Bonds, <br />such details to be subject in all respects to the <br />ratification, approval'and confirmation by this Council prior <br />to or at the time such proposals are received by this <br />Council. <br /> <br /> SECTION 2. Authorization and Direction to Prepar~ <br />Preliminary Official Statement, Detailed Notice of Sale and <br />Bid Form. The City Manager of the City is hereby authorized <br />and directed to Cause to be prepared a Preliminary Official <br />Statement, a Detailed Notice of Sale and a Bid Form relating <br />to the Bonds and to cause the same to be distributed to <br />prospective purchasers of the Bonds. <br /> <br /> SECTION 3. Effectiveness of Resolution. This <br />resolution shall take effect upon its adoption. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br /> Mr. Towe stated that he had attended the Governor's <br />Conference on Travel and Tourism and stated his intention to <br />encourage Albemarle County to support the Visitors, Bureau <br />because of the immense benefit tourism can be to the <br />Charlottesville community. <br /> <br /> Mr. Clyde Gouldman, City Attorney,' stated the Senator <br />Tom Michie had indicated that he was not optimistic_~about <br />passage-of the bill requested by the City to require <br />inspection in rental units when tenants change in its present <br />form and Senator Michie had recommended that the~bill be <br />deferred untilrnext year. ~ <br /> <br /> Mr. Vandever questioned the logic of not introducing the <br />bill and it was agreed that Mr. Vandever and Mr. Gouldman <br />would discuss the matter further with Senator Michie and <br />would make a decision based on their conversation. <br /> <br /> On motion by Rev. Edwards, .seconded by Mr. Vandever, <br />Council unanimously voted to meet in executive session to <br />discUss personnel matters as exempted by Section 2.1-344 (a) <br />(a) of the Virginia Freedom of Information Act. <br /> <br /> <br />
