297 <br /> <br /> Ms. Pat Cheeks, a member of the board for the Sexual <br />Assault Resource Agency, requested funding a community <br />education position fOr two to three years, after which <br />private funding will be sought. <br /> <br /> Mr, Stephen Campbell, a member of the Social Development <br />Commission, supported funding for the new drug enforcement <br />unit, the. funding of.the.MACAA Housing Counseling Program <br />from City funds rather than CDBG funds, and funding the <br />neighborhood specialist from CDBG funds, if approved. <br /> <br /> Ms. Tracy Johnson, representing the National <br />Organization for Women, supported funding for the following <br />agencies and programs: Teensight; Thomas Jefferson Adult Day <br />Care Program; Shelter for Help in EmergencY; MACA~ ~ <br /> <br />Educational Enhance and Hope House; United Way Child Care <br />Scholarships; JAUNT, Police, the Courts; Sexual Assault <br />Resource Agency; and the Victim Witness Coordinator. <br /> <br /> ~ Mr. ~dward Strickler, a member of the sOcial Development <br />Commission and CDBG Task Force but not speaking on behalf of <br />either, stated that the AIDS Support Group has received <br />federal funds because of the original CitY funding granted <br />last year. Mr. Strickler added that he hoped that the <br />minority business association will be. a priority for the <br />City, · <br /> <br /> Mr. Arthur Hess.of 705 Village Road and PreSident of the <br />Friends of the Library, spoke in support of increased funding <br />for the Library. <br /> <br /> Ms. Natalie Branch, Victim Witness Coordinator for <br />Albemarle County, supported funding for a Victim Witness <br />Coordinator in the City. <br /> <br /> Mr. Charles Lilly of the Belmont neighborhood, requested <br />that Council be-more frugal as he is~ on ~a~ limited income and <br />taxes continue to increase Mr. Lilly stated~that he.was <br />concerned about the cost of printing the budget document. <br /> <br /> Mr. Hendrix replied that the budget is printed in-house <br />at a cost of approximately $3 each. <br /> <br /> Ms. Sheil~a Haughey of 24~08 Hill~ood Place spoke in <br />support of ~the funding request for ~the Sexual Assault <br />Resource Agency. .~ <br /> <br /> Mrs. Douglas Hurd,~.a member of the board of the Friends <br />of the Library, supported expanded hours at the downtown <br />library. . · :. · <br /> <br /> Mr. Blake Caravati, a member of the CDBG Task Force, <br />encouraged Council to accept the CDBG Task FOrce's funding~ <br />recommendations. <br /> <br /> Ms. Sally Thomas, representing the League of Women <br />Voters, spoke in favor of funding recommended for the <br />schools, Charlottesville Housing Improvement Program~ Central <br />Virginia Child Development Association, the Thomas Jefferson <br />Planning District Commission, the drug investigation team <br />and education programs, and the househol~d hazardous waste~ <br />disposal program. MS. ThOmaS questioned' the need for a <br />neighborhood coordinator and noted concern that funding was <br />inadequate or not recommended for the victim witness program, <br />community education coordinator for the Sexual Assault <br />Resource Agency~ JAUNT~ Region-Ten COmmunity Services - <br />Board, United Way Child Care and the recycling program, <br /> <br /> Ms. Susan Garrett, representing the Coalition of <br />Mentally Disabled Citizens of Virginia supported full funding <br />for Region Ten. <br /> <br /> As there were no other speakers, the public hearing was <br /> <br /> <br />
