Edwards, seconded by Mr. Vandever, the <br /> following persons wer~e_unanimously.appointed to the Solid <br /> Waste Management Task Force: Nancy O'Brien as Chairman <br /> (joint appointment with Albemarle County).., Darden .Towe, <br /> Angela Glomm, Preston Coiner, and Gordon Berne. <br /> <br />STAFF REPORT: HORSES FOR POLICE DEPARTMENT <br /> <br /> Mr. Hendrix stated that the Chief of~Police has ~ <br /> developed~a program using horses for. police patrols and it is <br /> staff's recommendation that the program he_authorized by <br /> Council. <br /> <br /> Chief ~John deKoven Bowen stated that.the objective of <br />the proposed program is to add an additional form of patrol <br />to address the order/maintenance problems in the streets. <br />Chief-Bowen~stated that~he..use~-o_f horses has been shown to <br />increase the ~otice officer?~s visibilitY and helps build a <br />relationship with the_pubti~c. ~ChiefBowen stated that three <br />trained horses have become available ~for a~total of. $1,500 <br />and that stable space and taCk have been contributed. The <br />Virginia Beach Police Department will conduct an intensive <br />training program, after which time the 10th Street, West <br />Street ~and Page Street mreas will be pinpointed, ~especially <br />dur~ing the evening~hours. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />Council.unanimously authorized the. horse patrols as described <br />by Chief Bowen. <br /> <br />APPEAL: DBAR DECISION RE: LEWIS AND CLARK BALCONY RAILING <br /> <br /> Mr-' Hendrix ~stated that the appeal of the DBAR decision <br /> has been-~removed from the agenda. <br /> <br />APPROPRIATION: $375,000 - VIRGINIA HOUSING PARTNERSHIP GRANT <br /> <br /> Mr. Hendrix stated that the Vir~ginia HOusing Partnership <br /> Grant funds will be used primarily by the Charlottesville <br /> Housing Improvement Program, with the remainder used by the <br /> Housing Authority for pri~ate contractors, as loans to <br /> rehabilitate homes, preferably owner-occupied. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br /> $375,000~appropriation~of the Virginia Housing Partnership <br /> Grant funds was offered and carried over to the next meeting <br /> for consideration. <br /> <br />RESOLUTION:: -AUTHORIZING INITIATIONOF]~EMINENT~:DOMAINPROCEEDiNGS <br /> <br /> Mr. Hendrix stated that no agreement has been reach with <br /> the propertyowners~concerning--th~ purchase'price and. it is <br /> staff's recommendation that eminent domain proceedings be <br /> initiated.-. ~ ~ ,~' ~ ~. · <br /> <br /> ~Mr. ClYde Goutdman,~ City Attorney~; stated that a general <br /> discussion-with the owners~has ~aken~place, but the parties' <br /> remain far apart on.the amount of the fair market value. <br /> <br /> Mr.. Hendrix stated that,the land is part of the Chisholm <br /> estate which-lis adjacent?to~Tonsler~Park..~Mr. Hendrix stated <br /> that it is~the City's~ intentiony~to acquire, the property in~ <br /> order to complete Tonsler Park. ~ <br /> <br /> Responding to a questiOn from Mr. Towe about the eminent <br />domain process, Mr. Hendrix~stated that~the court, will ~ <br />appoint commissioners who will make a determination as~to the <br />property,s fair market value. <br /> <br /> <br />
