Noes: None. <br /> <br />ORDINANCE: AUTHORIZING HANDICAPPED VOLUNTEERS TO TICKET FOR <br />DECALS AND HANDICAPPED PARKING VIOLATIONS <br /> <br /> Mr. Hendrix stated that the Police Department and the <br />Independence Resource Center have been working together on a <br />proposal to use volunteers, mostly handicapped, to ticket for <br />handicapped parking violations. Mr. Hendrix stated that the <br />ordinance also proposed to allow volunteers to ticket for <br />decal violations. <br /> <br /> Mr.. Herman Key, an employee of the-~Independence Resource <br />Center, stated that he is excited about the proposed program, <br />noting that it has been successful in other localities. Mr. <br />Key also recommended that the fine for handiCapped parking <br />violations be increased to ~30 in order to send a message to <br />the community that such violations will not be tolerated. <br />Mr. Key-recommended that the funds collected be used~to <br />address other issues of handicapped accessibility. Mr. Key <br />stated that he felt the proposal to ticket.~for decal <br />violations would be exploitive for the volunteers unless the <br />funds collected could be used for the handicapped. <br /> <br /> Mr. Towe recommended that the issue of increasing and <br />designating the fines be addressed at a later date. Mr. Towe <br />moved the ordinance and recommended that it be implemented as <br />soon as possible. <br /> <br /> Mr. Vandever stated that the proposal stems from a <br />willingness on the part of handicapped persons to volunteer <br />to participate in the enforcement effort. Mr. Vandever <br />opposed the inclusion of decal enforcement unless.the funds <br />are reserved for handicapped accessibility improvements. <br /> <br /> Mr. Hendrix stated that the decal enforcement could <br />be removed from the proposed, but he was concerned about <br />earmarking the fines and about the ethical question raised <br />about the persons ticketing benefiting from the fines <br />collected. <br /> <br /> Mr. Towe agreed to move the ordinance with the decal <br />enforcement~removed, Mr. ~Buck seconded the motion and~the <br /> <br /> <br />
