COUNCIL CHAMBER - October 5, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of the meeting of September 21st were <br />unanimously approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Joel Cochran, representing the Charlottesville- <br />Albemarle Rescue Squad, requested that Council adopt a <br />resolution honoring Mr. Ernest McKamey and Mr. Ron Stayments <br />for their recent heroic actions in an accident which <br />occurred on September 12th. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously approved a resolution commending Mr. <br />McKamey, a volunteer for the Rescue Squad, and Mr. <br />Stayments, a City police officer. <br /> <br /> WHEREAS, police officers, firefighters and members of <br />the rescue squad are continually called upon to risk their <br />lives throughout their careers in responding to emergencies; <br />and <br /> <br /> WHEREAS~ on the evening of September 12, 1987, a tragic <br />accident occurred which resulted in the losS of three young <br />lives; and <br /> <br /> WHEREAS, Ernest McKamey, a member of the City Fire <br />Department who was serving as a volunteer of the Rescue <br />Squad, and Ron Stayments, a City Police Officer, risked their <br />own lives in the rescue by entering the swollenm and raging <br />Meadow Creek in order to pull the three people from their own <br />submerged car at great risk to their own lives; and <br /> <br /> WHEREAS, such heroic efforts by public safety employees <br />should be publicly recognized; <br /> <br /> NOW, THEREFORE, we, the City Council of the City of <br />Charlottesville, would like to recognize'and Commend the <br />extraordinary courage and bravery exhibited to Ernest McKamey <br />and Ron Stayments. <br /> <br />PUBLIC HEARING: DRAINAGE RECOMMENDATIONS <br /> <br /> Ms. Judith Mueller, Director of Public Works, reviewed <br />the history of the drainage projects and the priorities as <br />discussed by both the Planning Commission and the Council. <br />Ms. Mueller listed the following criteria which has been <br />used to determine the 'drainage priorities: legal liability, <br />public health and safety, structural ~damage, neighborhood <br />and off-site impact, erosion, prevention and cost-benefit. <br />Ms. Mueller stated that the projects considered high <br />priority have either been completed or are soon to be <br />completed and are those for which the City has legal <br />liability or which affect public health and safety The <br />projects listed as medium prioriity are proposed to be <br />funded 75% by City funds and 25% by the property owner and <br />those listed as low priority are proposed to be funded 50% <br />by City funds and 50% by the property owner. Ms. Mueller <br />noted that approximately 125 areas in the City had flOoded <br />as a result of the September 8th rain. <br /> <br /> Mr. Tayloe Wise, owner of Allied Realty Co., Ltd. <br />stated that his father had installed a storm sewer several <br />years back which had been more than adequate to meet the <br />drainage needs at the time, but that additional commercial <br /> <br /> <br />
