Mr. <br />Wise stated that the City should not compel property owners <br />t° pay 50% of the drainage improvements. <br /> <br /> Mr. Buck stated that the proposed drainage improvement <br />program was voluntary and there was no intention on the <br />City's part to force property owners to contribute. Mr. <br />Buck stated that the projects would not be done if the cost <br />was not shared with the property owner. <br /> <br /> Mr. Bill Gentry, owner of property on North Berkshire <br />Road, stated that it had been previously stated at a Council <br />meeting that property owners could be forced to pay for a <br />portion of the drainage improvements. <br /> <br /> Mr. Buck stated that there has never been a drainage <br />program in place before and the purpose of this public <br />hearing was to hear the public reaction to a program of <br />shared costs. <br /> <br /> Mr. Gentry stated that while the proposed program would <br />result in drainage improvements, he did not feel it was <br />necessarily equitable. <br /> <br /> Mr. David Marshall of Blue Ridge Pharmacies on <br />Lexington Avenue, questioned why he would be the only <br />property owner required to pay for the improvements <br />on Lexington Avenue. <br /> <br /> It was noted that certain property owners would be <br />asked to participate in the cost of the repairs because the <br />drainage problems directly affect their properties and it <br />was not felt that adjoining property owners not directly <br />affected would be willing to contribute financially. <br /> <br /> Ms. Elizabeth Hoskins of 1611 Oak Leaf Lane, stated <br />that her property had flooded for a number of years and she <br />would be interested in participating in the proposed <br />program. <br /> <br /> Mr. Tom Trevillian of Orangedale subdivision, stated <br />that the creek behind his property is causing erosion and he <br />felt that requirements for drainage are presently <br />inadequate. <br /> <br /> Mr. Buck stated that the City, Albemarle County, and <br />the University are working together to improve the drainage <br />retention systems throughout the area. <br /> <br /> Mr. Buck stated that the notice for the drainage public <br />hearing was not published in the newspaper and only those <br />persons who had received personal letters had been notified. <br />Mr. Buck recommended that the public hearing be advertised <br />and another public hearing be held at the next meeting. <br /> <br /> Dr. Hall questioned whether assessments on property <br />would increase as a result of drainage improvements. <br /> <br /> Mr. Hendrix stated that property assessments would <br />depend on the individual circumstances and he could not <br />predict whether the assessment would increase. <br /> <br /> Mr. Towe pointed out that the proposed voluntary <br />drainage program would give property owners up to four years <br />to pay their portion of the improvements. <br /> <br /> Mr. Buck noted that any projects selected for <br />participation in the drainage program would not be available <br />for funding until July of 1988. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br />On motion by Mrs. Gleason, Mr. Vincent Uhl was <br /> <br /> <br />
