]0 <br /> <br /> Mr. Cy Barger of 1605 Amherst Street stated that his <br />house floods and that he.believes that his project should <br />have a high priority rating. <br /> <br /> Mr. John Walsh of Altavista Avenue, stated that water <br />flows down from Belmont Park onto his property causing <br />flooding problems. <br /> <br /> Mr. Buck stated that the City is not necessarily <br />responsible for water flowing from City property onto other <br />property unless that water is diverted in some manner. <br /> <br /> Mr. Ralph Lowry, representing the Wesley Foundation <br />Church, requested that problems were caused due to the <br />condition of the storm sewer on Emmet Street and requested <br />that the situation be corrected. <br /> <br /> Ms. Celestine Harbert of 740 Nalle Street, stated that <br />flooding is causing structural damage to her garage. <br /> <br /> Mr. Eugene Williams of Dogwood Housing Limited <br />Partnership, requested that 801 Harris Street and 618 Dice <br />Street be considered as priority projects. <br /> <br /> Mr. Rick Seaman of 5010 Greenbrier Drive, stated that <br />he was enthusiastic about reinstituting the citizen <br />participation program, especially for curb and gutter. <br /> <br /> As there were no further speakers, the public hearing <br />was closed. <br /> <br /> Mr. Towe reqUested that the evaluation forms which <br />determined the priorities be made aVailable to those perosns <br />on the medium and low priority list. <br /> <br /> Responding to a question from Mr. Barnes, Ms. Mueller <br />stated that the Public Work staff was aware of all the <br />projects mentioned at the public hearing except for the <br />storm sewer on Emmet Street. Ms. Mueller stated that the <br />staff would provide Council with further information about <br />the projects discussed that are not presently listed as <br />medium and low priority. <br /> <br /> Mr. Hendrix stated that the question before Council at <br />this time was whether the citizen participation program <br />should be instituted. Mr. Hendrix noted that no funds would <br />be available until July 1st to begin work on the medium and <br />low priority projects. <br /> <br /> Ms. Mueller stated that there will be approximately <br />$80,000 in the current fiscal year's budget to begin design <br />work for the projects, and approximately $200,000 available <br />in FY 88-89. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously voted to adopt the drainage plan as <br />recommended by staff. This Plan would fund medium priority <br />projects at a ratio of 75% City funds and 25% property owner <br />funds and low priority projects at a ratio of 50% City funds <br />and 50% property owner funds. <br />PUBLIC HEARING: RESOLUTION AUTHORIZING TRANSFER OF CABLE FRANCHISE <br />TO ADELPHI COMMUNICATIONS CORP. <br /> <br /> Mr. Hendrix stated that Multi-Channel TV Cable Company <br />proposed to sell the local cable operation to Adelphi <br />Communications Corp., and Council must approve the transfer <br />of the franchise agreement. <br /> <br /> Mr. Pat Conley, Vice President of Multi-Channel, stated <br />that Multi-Channel's assets had been ordered liquidated by <br />court order and it was proposed that they sell their cable <br />operations to Adelphi. <br /> <br /> <br />
