Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />stated that two staff committees have been formed to plan <br />for the middle school reorganization and that parent input <br />has been sought. Dr. Cibbarel!i stated that Council will be <br />sent an executive summary of the proposals when they are <br />available. <br /> <br /> Dr. Cibbarelli stated that work has been started on the <br />~budget for FY 88-89. Dr. Cibbarelli stated that even though <br />an increase in teacher salaries is expected to be a priority <br />in the budget, it is not anticipated that Charlottesville <br />will qualify for the transitional aid from the State as <br />salaries will probably not be able to be increased enough to <br />meet the national median. Dr. Cibbarelli stated that it is <br />hoped that the JLARC study which is due on November 24th <br />will recommend an increase in State funding for <br />Charlottesville. <br /> <br /> Responding to a question from Mr. Towe concerning <br /> minority employment efforts in the City SchOols, Dr. <br /> Cibbarelli stated that minorities comprise 19% of the total <br /> employees for the Schools. Dr. Cibbarelli stated that fewer <br /> minorities are entering education which makes recruitment of <br /> minorities more difficult. <br />eeting was adjourned. <br /> <br />rk ' <br /> <br />COUNCIL CHAMBER - November 16, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />minutes of the meeting of November 2nd were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Bob Torbett, reporter for the Daily Progress, <br />requested that the Housing Authority provide information <br />concerning the financial condition of the Omni Hotel. <br /> <br /> Mr. Buck stated that the Council was not meeting as the <br />Charlottesville Redevelopment and Housing Authority. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Barnes, Mr. Gary Fry was unanimously <br />appointed to serve a four-year term on the Jefferson Madison <br />Regional Library Board. This term will expire on August 31, <br />1991. <br /> <br /> On motion by Dr. Hall, Ms. Joy Johnson and Mr. <br />Satyendra Huja were unanimously appointed to serve three- <br />year terms on the Jefferson Area United Transportation <br />(JAUNT) Board. These terms will expire on October 1, 1990. <br /> <br /> On motion by Mr. Towe, Ms. Linda Peacock was <br />unanimously reappointed to serve a three-year term on the <br />McGuffey Arts Center Board. This term will expire on August <br />31, 1990. <br /> <br /> <br />
