26 <br /> <br /> On motion by Mrs. Gleason, Ms. Mary Johnson was <br />unanimously appointed to fill an unexpired term on the <br />Community Development Block Grant Task Force. This term will <br />expire on March 7, 1990. <br /> <br />APPROPRIATION: $55,338 - PEN PARK GOLF COURSE CLUBHOUSE <br />MANAGEMENT (2nd reading) <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />stated that the appropriation had been reduced by $13,000 <br />and that $11,487 of the appropriation represented one-time <br />start-up costs. Mr. German stated that it was anticipated <br />that the City would break even on the golf course for the <br />next six months and would make a profit of $9,000 in the <br />next full year. <br /> <br /> Mr. Towe questioned the number of persons employed for <br />the course maintenance. <br /> <br /> Mr. German replied that three full-time and three part- <br />time persons were employed for course maintenance. <br /> <br /> Responding to a question from Mr. Towe concerning what <br />was involved in course maintenance, Mr. German stated that <br />staff performed mowing, application of chemicals and <br />fertilizer, irrigation, and erosion control. Mr. German <br />stated that in the winter months equipment was repaired and <br />that the crews help to remove snow on the downtown mall and <br />sidewalks. <br /> <br /> Mr. Glenn Reynolds, former golf professional and <br />manager of the Pen Park golf course, stated that he did not <br />think that the golf course should be run by amateurs. <br /> <br /> Mr. Towe noted that the City Attorney's office had <br />ruled that management of the golf course would have to be <br />bid if not managed by the City and added that if it is not <br />found to be profitable for the City then the management can <br />be bid. <br /> <br /> Mr. Clyde Gouldman, City Attorney, noted that the <br />apprOpriation had been amended from the previous meeting, <br />but represented fewer employees and a lesser amount. <br /> <br /> Mr. Barnes stated that the Council will strictly <br />monitor the management of the golf course. <br /> <br /> Mr. Buck requested that a detailed report be provided <br />to. Council next year concerning the operation of the golf <br />course. Mr. Buck thanked Mr. Reynolds for his service to <br />the community. <br /> <br /> The $55,338 appropriation for Pen Park Golf Course <br />Clubhouse Management, which had been offered on November <br />2nd, was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br /> BE IT RESOLVED, by the Council of the City of <br />Charlottesville, Virginia, that the sum of $55,338 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund~to expenditure account 01-51052 to be used for <br />management and operation of the Pen Park Golf Course. <br /> <br /> BE IT FURTHER RESOLVED, that General Fund revenue <br />account 01-51052-4412 is hereby increased by the sum of <br />~44,354 to reflect the anticipated increase in revenue <br />resulting from the implementation of this program. <br /> <br /> BE IT FURTHER RESOLVED, that the new personnel <br />positions requested by the Department of Parks and <br />Recreation to manage and operate the golf course (2 full <br />time and 12 part time) are hereby authorized. <br /> <br /> <br />
