27© <br /> <br />$17,000 - COMMUNITY ATTENTION HOME FUND <br /> <br /> Mr. Hendrix stated that these funds would not come out <br />of the City's General Fund, but would be taken from a <br />separate Community Attention Home Fund. <br /> <br /> Mrs. Gleason noted that the Girls, Attention Home will <br />be relocating but the present location needs to be <br />maintained so that it can be sold in the future. <br /> <br /> Mr. Towe questioned whether any repair or restoration <br />work to the Community Attention Homes has ever been <br />performed by the Vocational Education Center. <br /> <br /> Mr. Paul McWhinney, Administrator of the Community <br />Attention Home program, stated that the Vocational <br />Education Center has not been used in the past. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />$!7~000 appropriation from the Community Attention Home Fund <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: AUTHORIZING TRANSFER OF CABLE FRANCHISE FROM MULTI- <br />CHANNEL TO ADELPHI COMMUNICATIONS CORP. <br /> <br /> Mr, Hendrix stated that the Adelphi stockholders report <br />had been received and reviewed by the City's cable <br />consultant who reported that the sale priCe for the cable <br />company was reasonable. Mr. Hendrix stated that the report <br />indicated that certain moderate rate increases were <br />anticipated. <br /> <br /> Responding to a question from Mr. Buck concerning the <br />replacement cost of the local cable company, Mr. Pat Conley, <br />Vice PreSident for Multi-Channel, replied that it would <br />probably be in the $40 million range. <br /> <br /> Mr. Towe asked the amount of the projected rate <br />increases, whether any consideration would be given to <br />offering discounts for senior citizens, what Adelphi's <br />record had been with regard to changing program offerings, <br />and whether any x-rated programming was to be added. <br /> <br /> Mr. Dan Millard, Vice President of Adelphi Corp., <br />stated that 'an increase of $1.50 was projected for 1988, <br />with a $0.75 increase expected for the following two years, <br />that Adelphi would be willing to consider offering senior <br />citizen discounts, and that no~ programming changes are being <br />contemplated at this time. Mr. Millard added that Adelphi <br />has been responsive to the community and municipalities with <br />regard to programming. Mr. Millard stated that with the <br />exception of two systems which had had the Playboy channel, <br />with an R-rating, prior to ownership by Adelphi, no x-rated <br />programming was offered. <br /> <br /> Mr. James Regas, Vice Presidentlfor Adelphi, stated <br />that no increase was anticipated for three or four years on <br />the tiers and pay services. <br /> <br /> Responding to a question from Mr. Barnes concerning <br />expansion of the home shopping network, Mr. Regas stated <br />that the home shopping network would not be expanded in <br />place of other programming, but other shopping networks <br />could be added in the future if programming expanded. <br /> <br /> Mr. Buck noted ~that Adelphi had agreed to pay the cost <br />of the cable consultant's report. <br /> <br /> On motion by Mrs. Gleason~ seconded by. Dr. Hall, the <br />resolution authorizing the transfer of the cable franchise <br />from Multi-Channel to Adelphi Communications Corp. was <br />unanimously approved by Council. <br /> <br /> <br />
