29 <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR ANIMAL HOSPITAL AT <br />1328 RIVERDALE DRIVE <br /> <br />This item was carried over to the next meeting. <br /> <br />ORDINANCE: REZONING 1328 RIVERDALE DRIVE FROM R-2 TO R-3 <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission recommended approval of <br />the rezoning for the following reasons: 1) The proposed <br />zoning of R-3 will provide a reasonable transition between <br />the B-3 on High Street and the R-2 towards Burnley-Moran <br />School~ and 2) It will not have a significant~adverse impact <br />on the surrounding area. Mr. Huja noted that rezoning of <br />this property had been denied in 1985. <br /> <br /> Responding to a question from Dr. Hall, Mr. Huja stated <br />that drainage improvements would be made to the property, <br />but no street improvements would be required. <br /> <br /> Mr. Barnes questioned why the rezoning for the property <br />was now being recommended when it had previously been <br />denied° <br /> <br /> Mr. Huja replied that the previous rezoning had been <br />for a guest home which would have been more transient in <br />nature than the proposed group home which would be similar <br />to the group home across the street. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING <br />ORDINANCE~OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />AS AMENDED~ BY THE REZONING OF PROPERTY LOCATED AT 1326 <br />RIVERDALE DRIVE" was offered and carried over to the next <br />meeting for consideration. <br /> <br />ORDINANCE: AMENDING BUSINESS LICENSE TAX (2nd reading) <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that <br />because~.Mr. Barnes and Mr. Buck would be affected by the <br />ordinance amending the business license tax because of their <br />legal practice, they could vote on the ordinance if they <br />signed a transactional disclosure statement. <br /> <br /> Mrs. Gleason stated that she would also sign a <br />disclosure statement because ~her spouse would be affected by <br />the ordinance because of his medical practice. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTIONS 15-113 AND 15-114 OF THE~ CODE OF THE CITY <br />OF CHARLOTTEVILLE~ 1976, AS AMENDED, IN ORDER TO REDUCE THE <br />RATE OF TAXATION ON CERTAIN CLASSIFICATIONS OF BUSINESS, <br />PROFESSIONAL AND OCCUPATIONAL LICENSES," which was offered <br />at the November 2nd meeting, was approved by the following <br />vote. -Ayes: ~ Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, <br />Mr. Towe. Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix stated that the Shelter for Help in <br />Emergency (SHE) and the Monticello Area Community Action <br />Agency (MACAA) were requesting that the City submit a <br />Virginia Shelter grant application in their behalf. Mr. <br />Hendrix stated that SHE has the necessary matching funds <br />available, but MACAA does not at this time. Mr. Hendrix <br />recommended that~ if~Council approves the grant aPplication, <br />then a disclaimer be included~which would not commit any <br />City funds. <br /> <br /> <br />
