30 <br /> <br /> Mr. Ken Ackerman, Director of MACAA, stated that <br />another State grant was anticipated which would provide <br />MACAA's matching funds. <br /> <br /> Mr. Barnes questioned whether MACAA's homeless shelter <br />proposal was the same as had been presented during the <br />previous budget process. <br /> <br /> Mr. Ackerman stated that the proposal was for a <br />development program, not a homeless shelter. Mr. Ackerman <br />stated that MACAA's is in the process of making an offer on <br />property in the City for the facility. Mr. Ackerman <br />requested Council's endorsement for the proposal, not local <br />funding. <br /> <br /> Ms. Deborah Cobb, Executive Director of SHE, stated <br />that over $60,000 had been raised locally which would <br />provide SHE's matching funds for the grant. <br /> <br /> Mr. Buck stated that he would agree to support the <br />resolutions, but was not committing himself to supporting <br />MACAA's proposal beyond the application of the grant as he <br />felt many issues remained unresolved regarding the proposal. <br />Mr. Buck added that he may not support the location of the <br />shelter within the City unless support is received from <br />surrounding jurisdictions. <br /> <br /> Mr. Ackerman stated that he felt the proposal would <br />address a need that was greater in Charlottesville than in <br />the rural areas. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />resolutions authorizing the grant application on behalf of <br />MACAA and SHE were unanimously approved by Council. <br /> <br /> WHEREAS, the Monticello Area Community Action Agency <br />provides vital emergency housing and related services for <br />citizens of the Charlottesville area; and <br /> <br /> WHEREAS, MACAA would like to establish a transitional <br />housing facility for persons without permanent housing; and <br /> <br /> WHEREAS, MACAA has requested that the City apply in its <br />behalf to the Virginia Department of Housing and Community <br />Development for a Virginia Shelter Grant in the amount of <br />$29,700 to assist MACAA in providing such emergency housing; <br />now, therefore, <br /> <br /> BE IT RESOLVED by theCouncil for the City of <br />Charlottesville, Virginia, that the City Manager or his <br />designee are hereby authorized and directed to make <br />application to the Virginia Department of Housing and <br />Community Development for a grant to be used by the <br />Monticello Area Community Action Agency (MACAA), provided <br />that the City's acceptance of such grant, if it is awarded, <br />will be subject to the City Manager's receipt of <br />satisfactory evidence from MACAA that it has available the <br />requisite local matching funds for such grant, and will be <br />subject to approval by the City Council. <br /> WHEREAS, the Shelter for Help in Emerghency provides <br />vital emergency housing and related services for citizens of <br />the Charlottesville area; and <br /> <br /> WHEREAS, the building currently occupied by the Shelter <br />under lease from the City is inadequate to meet the demands <br />for its services; and <br /> <br /> WHEREAS, the Shelter has requested that the City apply <br />in its behalf to the Virginia Department of Housing and <br />Community Development for a Virginia Shelter Grant in the <br />amount of $50,000 to assist the Shelter in obtaining more <br /> <br /> <br />
