3] <br /> <br />adequate facilities; now, therefore, <br /> <br /> BE IT RESOLVED by the Council for the City of <br />Charlottesville, Virginia, that the City Manager or his <br />designee are hereby authorized and directed to make <br />application to the Virginia Department of Housing and <br />Community Development for a grant to be used by the Shelter <br />for Help in Emergency, provided that the City's acceptance <br />of such grant, if it is awarded, will be subject to the City <br />Manager's receipt of satisfactory evidence from the Shelter <br />for Help in Emergency that it has available the requisite <br />local matching funds for such grant. <br /> <br /> Mr. Hendrix recommended that a different approach be <br />taken to the proposed ordinance restricting smoking in <br />public places than had been proposed at the previous <br />meeting. Mr. Hendrix recommended that staff develop an <br />ordinance which they found reasonable and enforceable and <br />that ordinance be sent out to groups and comments requested <br />back within 30 days. <br /> <br /> Dr. Tom Leinbach, representing the Virginians for Clean <br />Air, stated that he did not feel that the~ordinance proposed <br />by the Virginians for Clean Air was overly restrictive. <br /> <br /> Mr. Hendrix stated that he felt a significant negative <br />over-reaction might be caused by submitting the Virginians <br />for Clean Air ordinance because the impression might be <br />given that it is the ordinance Council intends to adopt. <br /> <br /> Mr. Buck recommended that the ordinance proposed by the <br />Virginians for Clean Air and one proposed by the City staff <br />could be sent out to the public. <br /> <br /> It was the consensus of Council to send out both <br />ordinances. <br /> <br /> Mr. Gouldman stated that the Joint Security Complex has <br />requested that the Council pass a resolution formally asking <br />the State Department of Corrections to pay the maximum <br />allowable for their share of the expansion at the complex. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution requesting the State Department of Corrections to <br />pay the maximum allowable for their share of the expansion <br />at the Joint SeCurity Complex was unanimously approved by <br />Council. <br /> <br /> WHEREAS, a resolution is needed from both the City of <br />Charlottesville and the county of Albemarle to request the <br />Virginia Department of Corrections to pay its share of costs <br />of the previously approved Expansion Project for the <br />Charlottesville-Albemarle Joint Security Complex; and <br /> <br /> WHEREAS, the localities desire that the Department of <br />Corrections pay the maximum share allowable under state law <br />for this project, %he total cost for which is estimated to <br />be $1,200,000~ <br /> <br /> NOW, THEREFORE BE IT RESOLVED, by the Council of the <br />City of Charlottesville that the Department of Corrections <br />is hereby requested to pay the maximum share allowable under <br />state law and in particular Section 53.1-81 of the Code of <br />Virginia, 1950, with respect to the previously approved <br />Expansion Project. <br /> <br /> A work session with the Planning Commission was <br />tentatively scheduled for December 10th. <br /> <br /> Dr. Hall requested that staff give special attention to <br />recent crime in the 10th and Page Street area. <br /> <br />On motion by Mrs. Gleason, seconded by Dr. Hall, <br /> <br /> <br />
