Mr. Barbara Rich stated that she supported the proposed <br />ordinance. <br /> <br /> Mr. Roger O'Dell, representing the Charlottesville <br />Peace Center, stated that the Peace Center supports the <br />ordinance and offered the resources of the Peace Center <br />library to provide background information for Council. <br /> <br /> Ms. Jill Holmes, Ms. Sarah Peaslee, Mr. Tom Joseph, and <br />Mr. Walter Scott spoke in favor of the proposed nuclear free <br />zone ordinance. <br /> <br /> Responding to a question from Mrs. Gleason regarding <br /> the City's authority to adopt such an ordinance, Mr. Clyde <br /> Gouldman, City Attorney, stated that the City Code includes <br /> an ordinance which prevents the manufacture or storage of <br /> explosive devices within the City and recommended against <br />~adoption of surplus ordinances. <br /> <br /> Dr. Hall stated that he was in support of the nuclear <br />free zone ordinance, but noted that the ordinance may not be <br />necessary given the ordinance already in effect. <br /> <br /> Rev. Arnason stated that~he would like to have an <br />opportunity to look into the existing law and if it serves <br />the same purpose as the proposed ordinance, request that <br />Council declare the City to be a nuclear free zone based on <br />existing law. <br /> <br /> Mrs. Gleason questioned whether Council should adopt an <br />ordinance which cannot be enforced. <br /> <br /> Mr. Barnes stated that he was also concerned about <br />adopting an ordinance which could not be enforced and about <br />the constitutional implications of not allowing components <br />of nuclear weapons to be built. <br /> <br /> Mr. Buck stated that he would not favor passage of a <br />symbolic ordinance because it would be law and added that he <br />was bothered by the implication of favoring unilateral dis- <br />armament. <br /> <br /> Responding to a question about Whether.the proposed <br />ordinance would prohibit the design of nuclear compnents by <br />an individual, Rev. Arnason stated that the proposal would <br />only include those under contract with a company <br />manufacturing nuclear weapons. <br /> <br /> Mr. Buck stated that he would not support the proposed <br />ordinance but would support a resolution supporting mutual <br />global disarmanent. <br /> <br /> It was the consensus of Council to take no action on <br />the proposed ordinance designating Charlottesville as a <br />nuclear free zone. <br /> <br /> Rev. Arnason stated that the group would discuss <br />whether to request that Council adopt a resolution <br />supporting mutual disarmanent. <br /> <br /> Ms. Barbara Rich question whether the matter could be <br />put to a referendum. <br /> <br /> Mr. Gouldman stated that he would investigate the. <br />steps necessary to hold a referendum on the question. ~ <br /> <br />REQUEST: DELETING EXTERIOR RATE SCHEDULE POSTING REQUIREMENT <br />ON TAXICABS <br /> <br /> Mr. Hendrix stated that when taxicabs were deregulated, <br />Council had required that the fares be posted on the <br />exterior of cabs. Mr. Hendrix noted that the taxicabs may <br />set their own rates, but must announce them in advance <br /> <br /> <br />
