to the Chief of Police. <br /> <br /> Ms. Becky Graves, representing Yellow Cab, requested <br />that Council remove the requirement for posting rates on the <br />exterior of cabs as it is expensive and does not give a neat <br />appearance. <br /> <br /> Mro BuCk stated that Council decided to require the <br />pOsting of the rates on the exterior of the cabs when cabs <br />were deregulated in order to show customers the rates before <br />they entered the cab. Mr. Buck stated that he felt the <br />requirement was reasonable. Mr. Buck noted that the rates <br />for the City Transit Service and JAUNT are determined by a <br />public process and therefore should not be subject to the <br />requirement. <br /> <br /> Ms~ Graves questioned whether the fares could be posted <br />in the rear window of the cabs. <br /> <br /> Mr. Buck stated that he would not object to the fares <br />being posted in the rear window as long as it did not create <br />a safety problem and requested that staff investigate the <br />matter further and provide a recommendation to Council. <br /> <br />STAFF REPORT: ORDINANCE RESTRICTING SMOKING IN PUBLIC PLACES <br /> <br /> Mr. Hendrix presented Council with an ordinance <br />drafted by staff restricting smoking in public places. <br /> <br /> Council agreed that public transportation and school <br />buildings should be included in the proposed ordinance and <br />that the number of persons in a public meeting be reduced <br />from eight. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, noted that <br />smoking is already prohibited in public transportation. <br /> <br /> Responding to a question from Mr Towe, Mr. Hendrix <br />replied that the section of University Hall that is within <br />the City limits would be an example of an indoor <br />recreational center. <br /> <br /> Council agreed that the ordinance, as amended, be the <br />subject of a public hearing in addition to the ordinance <br />proposed by the Virginians for Clean Air and that they both <br />be sent out to interested persons. <br /> <br />STAFF REPORT: <br /> <br />LICKINGHOLE CREEK <br /> <br /> Mro Hendrix stated that the Albemarle County Board of <br />Supervisors had previously met with Council and requested <br />that the City participate in constructing the Lickinghole <br />Creek basin, but that staff did not feel that the project <br />was cost effective given the benefits. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, <br />Council unanimously voted to not participate in the <br />Lickinghole Creek basin. ~ <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$17,000 - COMMUNITY ATTENTION HOME FUND <br /> <br /> The $17,000 appropriation for the Community Attention <br />Home Fund which was offered at the November 21st meeting, <br />was approved by the following vote. Ayes: ~Mr. Barnes, Mr. <br />Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of~$10,000 and $7,000 <br />is hereby~appropriated from the unexpended_balance of the <br />Community Attention Home Fund to expenditure accounts <br />19-11010 and 19-11020 respectively, to be used for special <br />repairs and maintenance (long Term) on the Boys' and Girls' <br /> <br /> <br />
