Dr. Wood replied that house will be renovated and <br />rented out but may eventually be removed. <br /> <br /> Mr. Buck questioned whether the Rose'Hill Neighborhood <br />Association had been contacted concerning the proposal. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that he has spoken with the President of the Rose <br />Hill Neighborhood Association and she was satisfied with the <br />proposal. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE OF <br />TWO PARCELS oF LAND ON PRESTON AVENUE, IDENTIFIED ON CITY <br />TAX MAP 31 AS PARCELS I AND 5, TO CHARLES HANSEL WOOD, JR. <br />AND VIRGINIA DILLARD WOOD, AND SECURITY STORAGE AND VAN <br />LINES, INC., FOR $23,955.00, AND TO AUTHORIZE THE MAYOR'S <br />SIGNATURE ON THE DEEDS OF CONVEYANCE" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: REGARDING PUBLIC NUISANCE <br /> <br /> Mr. Hendrix stated that Judge Peatross had requested <br />that the Council adopt an ordinance prohibiting urinating in <br />public as persons are presently charged with making an <br />obscene display when they have urinated in public and it was <br />felt that charge did not fit the crime. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE AMENDING CHAPTER 17 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY <br />ADDING SECTION 17-23.1 PROHIBITNG PUBLIC URINATION" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the Albemarle County Board of Supervisors had been asked to <br />participate in the Children and Youth Task Force and had <br />requested that the following changes be made: 1) a member <br />of the clergy be included on the Task Force; 2) that the <br />primary focus of the Task Force be to coordinate existing <br />services and programs, not to create new ones; and 3) that <br />the reasons for the break-up of families be addressed, <br />though not a primary focus of the Task Force. <br /> <br /> It was the consensus of Council that the proposed <br />changes were consistent with the intent of the Task Force. <br /> <br /> Mr. Towe requested that Council recognize the <br />Charlottesville High School Football Team at the next <br />Council meeting and congratulate them on their successful <br />season. <br /> <br /> Mr. Buck stated that the Community Action Council has <br />organized an alcohol-free dance at the Downtown Recreation <br />Center for December 18th and has requested that the $200 <br />rental fee for the use of the Center be refunded so that <br />amount could be used for the dance. <br /> <br /> Mr. Hendrix stated that if Council approves the refund <br />of the rental fee other groups may begin to make the same <br />request. <br /> <br /> Mr. Buck stated that he would favor granting the refund <br />and that if it becomes a problem in the future, Council can <br />reassess the situation. <br /> <br /> <br />
