Dr. Wood replied that house will be renovated and rented out but may eventually be removed. Mr. Buck questioned whether the Rose'Hill Neighborhood Association had been contacted concerning the proposal. Mr. Satyendra Huja, Director of Community Development, stated that he has spoken with the President of the Rose Hill Neighborhood Association and she was satisfied with the proposal. On motion by Mr. Barnes, seconded by Mrs. Gleason, the ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE OF TWO PARCELS oF LAND ON PRESTON AVENUE, IDENTIFIED ON CITY TAX MAP 31 AS PARCELS I AND 5, TO CHARLES HANSEL WOOD, JR. AND VIRGINIA DILLARD WOOD, AND SECURITY STORAGE AND VAN LINES, INC., FOR $23,955.00, AND TO AUTHORIZE THE MAYOR'S SIGNATURE ON THE DEEDS OF CONVEYANCE" was offered and carried over to the next meeting for consideration. ORDINANCE: REGARDING PUBLIC NUISANCE Mr. Hendrix stated that Judge Peatross had requested that the Council adopt an ordinance prohibiting urinating in public as persons are presently charged with making an obscene display when they have urinated in public and it was felt that charge did not fit the crime. On motion by Dr. Hall, seconded by Mr. Towe, the ordinance entitled "AN ORDINANCE AMENDING CHAPTER 17 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY ADDING SECTION 17-23.1 PROHIBITNG PUBLIC URINATION" was offered and carried over to the next meeting for consideration. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Louie Chapman, Assistant City Manager, stated that the Albemarle County Board of Supervisors had been asked to participate in the Children and Youth Task Force and had requested that the following changes be made: 1) a member of the clergy be included on the Task Force; 2) that the primary focus of the Task Force be to coordinate existing services and programs, not to create new ones; and 3) that the reasons for the break-up of families be addressed, though not a primary focus of the Task Force. It was the consensus of Council that the proposed changes were consistent with the intent of the Task Force. Mr. Towe requested that Council recognize the Charlottesville High School Football Team at the next Council meeting and congratulate them on their successful season. Mr. Buck stated that the Community Action Council has organized an alcohol-free dance at the Downtown Recreation Center for December 18th and has requested that the $200 rental fee for the use of the Center be refunded so that amount could be used for the dance. Mr. Hendrix stated that if Council approves the refund of the rental fee other groups may begin to make the same request. Mr. Buck stated that he would favor granting the refund and that if it becomes a problem in the future, Council can reassess the situation.
