On motion by Mr. Buck, seconded by Mr. Towe, Council <br />unanimously voted to refund the Community Action Council's <br />$200 rental fee for the Downtown Recreation Center. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br /> Council unanimously voted to meet in executive session to <br /> discuss personnel matters and acquisition of property as <br /> exempted by Section 2.1-344(a)(1) and (2) of the Virginia <br /> Freedom of Information Act. <br />eeting was adjourned. <br /> President C~k~~ ~~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />December 9, 1987 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS'FOLLOWS: <br /> <br />LunCheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox(signed) <br /> <br /> BASEMENT CONFERENCE ROOM - December 9, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Mr. Towe. Absent: Dr. Hall. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that it <br />is anticipated that $995,000 in City funds will be available <br />for the City SChools for FY 88-89 which is a 6.4% increase <br />over the previous year. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />stated that the recently released JLARC study severely <br />penalizes Charlottesville financially. Dr. Cibbarelli <br />stated that the staffing and programs presently available in <br />the Charlottesville Schools as well as the high property <br />values in the City may account for the action. Dr. <br />Cibbarelli stated that he will be talking to the State <br />legislators with regard to the JLARC study and the affect on <br />the City. <br /> <br /> Dr. Cibbarelli stated that the Schools may pay the <br />teachers' retirement and increase salaries by 2% which would <br />have the net affect of a 6% increase. <br /> <br /> Dr. Cibbarelli stated that teachers have been notified <br />of their school assignments for next year's implementation <br />of the pairing at the middle schools. <br /> <br /> Mr. Jim Dunbar of School Administration, stated that <br />plans for renovations at Walker and Buford are on schedule <br />and that the two schools may be bid separately as additional <br />classrooms will be built at Buford. <br /> <br /> Mr. Dunbar stated that the addition to Clark Elementary <br />School is presently behind schedule, but it is anticipated <br />that the time can be made up. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that additional asbestos has been found at Venable <br />Elementary School and its removal will cause the project to <br />be under a very tight schedule. <br /> <br /> <br />
