39 <br /> <br /> Mr. Towe stated that it was his understanding that the <br />Charlottesville Band Boosters has raised more than enough <br />~money for their trip to the Cotton Bowl. <br /> <br /> Mro Buck informed the School Board that the City School <br />buildings have been included in the proposed ordinance <br />restricting smoking in public places that Council will be <br />considering in the near future. Mr. Buck stated that the <br />proposal would allow smoking only in designated areas. Dr. Hall arrived late. <br /> <br />DISCUSSION OF PLANNING COMMISSION ANNUAL REPORT AND ANNUAL GOALS <br /> <br /> Mr. Michael Bednar, Chairman of the Planning <br />Commission, stated that implementation of the Urban Design <br />Plan was a priority of the Planning Commission. <br /> <br /> Mr. Buck stated that he would favor adopting an <br />ordinance which would create an on-going Urban Design Task <br />Force which would be advisory to both the Planning <br />Commission and City Council and directly answerable to <br />Council. Mr. Buck stated that he felt anUrban Design <br />Task Force could advise on areas which are not presently <br />covered by either the Downtown Board of Architectural Review <br />or the Board of Architectural Review. <br /> <br /> Mr. Bednar stated that an Urban Design Task Force could <br />also be responsible for making recommendations regarding <br />such issues as tree preservation and art throughout the <br />City. <br /> <br /> Mr. Bednar stated that the Planning Commission will <br />update the Comprehensive Plan next year to get in the same <br />cycle as the University.and County as part of the <br />City/County/University Cooperation Agreement. <br /> <br /> Mr. Hendrix stated that architects are presently <br />working on the design for the proposed parking garage on <br />Water Street and that a consultant is conducting a traffic <br />study of the area. Mr. Hendrix stated that though no firm <br />deal has been made regarding the garage, construction is <br />anticipated to begin next summer. <br /> <br /> <br />
