40 <br /> <br /> There was a discussion of housing issues throughout the <br />City and Mr. Buck stated that he felt the City should <br />attempt to maintain the presently balance of renter vs. <br />owner occupied housing. <br /> <br /> Mr. Bednar stated that the Planning Commission and <br />staff will continue to study various neighborhoods <br />throughout the City in order to preserve their character and <br />integrity. <br /> <br /> Mr. Donald Sours, Planning Commission member, noted <br />concern that the University has no plans to build more on- <br />grounds housing for students. <br /> <br /> Mr. Buck stated that it was his understanding that the <br />University was considering shifting some of its housing as <br />there is more of a demand for on-grounds housing by second <br />year students than third and fourth year students. Mr. Buck <br />also noted that the addition of new on-grounds housing may <br />not alleviate the problems for the City as students will <br />move in from the County to be closer to the University <br />grounds. <br /> <br /> Mr. Buck requested that the City Attorney's office <br />investigate the possibility of creating a special zone in <br />order to prohibit additional high density housing in the <br />Venable neighborhood. <br /> <br /> Mr. Buck recommended that the City support the process <br />currently underway by the Department of Transportation <br />regarding improvements to Route 29 North as well as the <br />possibility of a bypass. <br /> <br /> Mr. Sours stated that he thought some improvements <br />should be made to Route 29 North prior to final plans for <br />the highway projects. <br /> <br /> There was a discussion of how the City could become <br />more involved in the process with the Department of <br />Transportation and consultant's study of the area. <br /> <br /> Council requested that staff check to see if other <br />areas such as Warrenton and Lynchburg were actively <br />involved in the process when bypasses were being studied for <br />their communities and requested that the staff make an <br />effort to involve the City as much as possible in the <br />current process. <br /> <br /> Mr. Bednar stated that the City Planning Commission <br />will try to meet with the Albemarle County Planning <br />Commission in order to increase cooperation among the two <br />boards. <br /> <br /> Mr. Bednar stated that the Planning Commission <br />supported implementation of the Moore's Creek drainage study <br />as soon as possible. <br /> <br /> Mr. Buck stressed that there is only a limited amount <br />of funds available for drainage projects and the study. <br /> <br /> Mr. Buck recommended that the Community Development <br />Block Grant Task Force be continued after CDBG funds are <br />discontinued to act in an advisory role regarding local <br />funds targeted for local neighborhoods as a way to continue <br />citizen involvement. <br /> <br />STAFF REPORT: OVERTIME FOR LEAF COLLECTION <br /> <br /> Mr. Hendrix stated that if the Public Works Department <br />personnel work overtime for the next two weekends, the first <br />complete leaf pick-up throughout the City can probably be <br />completed prior to Christmas, assuming good weather <br />conditions.
