COUNTY SERVICE AUTHORITY AS BOARD MEMBER <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution amending the Articles of Incorporation of the <br />Rivanna Water and Sewer Authority was unanimously approved <br />by Council. <br /> <br /> WHEREAS, by concurrent resolution of the Council of <br />the City of Charlottesville (the City) and the Board of <br />County Supervisors of Albemarle County (the County) and a <br />certificate of incorporation issued by the State <br />Corporation Commission, pursuant to the Virginia Water and <br />Sewer Authorities Act (the Act), the Rivanna Water and <br />Sewer Authority (the Authority) was incorporated as a <br />public body politic and corporate in 1972; and <br /> <br /> WHEREAS, the City and the County amended and restated <br />the Articles of Incorporation of the Authority in December <br />1985 to limit its powers regarding the treatment and <br />transmission of potable water and the treatment and <br />disposal of sewage; and <br /> <br /> WHEREAS, the City and County desire to amend and <br />restate the Articles of Incorporation of the Authority to <br />place the Executive Director of the Albemarle County <br />Service Authority, or such Albemarle County Department <br />head as the Board of Supervisors of Albemarle County may <br />appoint, on the Board of the Rivanna Water and Sewer <br />Authority in lieu of the county Engineer of Albemarle <br />County; <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE AND THE BOARD OF COUNTY SUPERVISORS OF <br />ALBEMARLE COUNTY~ IN SEPARATE MEETINGS ASSEMBLED: <br /> <br /> 1. The Council of the City of Charlottesville and <br />the Board of County Supervisors of Albemarle County hereby <br />indicate their intention to amend and restate and Articles <br />of Incorporation of the Authority as provided herein. <br /> <br /> 2. The Executive Director of the Albemarle County <br />Service Authority, or such Albemarle County Department <br />head as the Board of Supervisors of Albemarle County may <br />appoint in the Executive Director's place, shall serve on <br />the Board of the Authority in lieu of the Albemarle County <br />Engineer. The Executive Director's term of office shall <br />begin at such time as a certificate of amendment and <br />restatement is issued by the State Corporation Commission. <br /> <br />ORDINANCE: REZONING PROPERTY LOCATED AT 407 SECOND STREET, N.E. <br />FROM R-2 to B-1 <br /> <br /> Mr. Buck stated that the rezoning request scheduled <br />to be considered by Council had been formally withdrawn by <br />the applicant. <br /> <br />APPOINTMENT: BOARDS AND COMMISSIONS <br /> <br /> Mrs. Gleason nominated Ms. Jo Tyler to serve as the <br />second Social Development Commission representative on the <br />Race Relations and Employment Task force, as had been <br />recommended by the Social Development Commission. Ms. <br />Tyler was unanimously appointed to serve on the Race <br />Relations and Employment Task Force. <br /> <br />PRESENTATION: PIEDMONT ENVIRONMENTAL COUNCIL: <br />RIVERS DESIGNATION <br /> <br />VIRGINIA SCENIC <br /> <br /> Ms. Kat Imhoff, an employee of the Piedmont <br />Environmental Council and a member of the <br />Charlottesville-Albemarle Scenic Rivers Organization, <br />requested Council support to have the Rivanna River <br />designated as a scenic river.
