operated by Youth Service Center, Inc. under contract with <br />the City. Such appropriation shall be conditioned upon <br />receipt of $46,496 from the Virginia Department of <br />Corrections grant number 86-II-2, $3,790 in matching funds <br />from Outreach Counseling Services, Inc., and $11,709 to be <br />transferred from the general fund, account 01-12130. <br /> <br />APPROPRIATION: $4,222 - LITTER CONTROL GRANT <br /> <br /> Mr. Hendrix stated that the appropriation was the <br />amount received annually from the state and was made <br />available 'to the Charlottesville-Albemarle Clean Community <br />Commission (CAC3) in conjunction with Albemarle County. <br /> <br /> Mr. Chic Thompson, President of CAC3, gave Council an <br />update on the activities of CAC3 and stated that <br />approximately $30,000 in energy and hauling costs had been <br />saved the previous year and over 900 trees due to the <br />recycling efforts. <br /> <br /> Mr. Buck stated that a request had been made by CAC3 <br />as well as citizens to improve the condition of the <br />recycling center. <br /> <br /> Mr. Hendrix presented Council with a report which <br />recommended that the City do approximately $2,500 worth of <br />repairs to the recycling center, rather than the $6,000 <br />requested. Mr. Hendrix noted that the $2,500 would he <br />equivalent to the administrative costs given by Albemarle <br />County. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe the <br />$4~222 appropriation for the Litter Control Grant was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $117,890 - CHARTER HOUSE GRANT <br /> <br /> Mr. Hendrix stated that the appropriation consisted <br />of Virginia Crtiminal Justice funds and Council funds <br />which had been appropriated during the budget process for <br />the operation of Charter House. <br /> <br /> Mr. Towe questioned the number of beds contained in <br />Charter House. <br /> <br /> Mr. Hendrix stated that he felt there were <br />approximately 15 to 20 beds in Charter House, but that he <br />would report back on the exact number. <br /> <br /> Mr. Towe questioned whether the appropriation <br />represented the total funds for Charter House operation. <br /> <br /> Mr. Hendrix stated that approximately $18,000 in <br />additional funds were included in the budget for Charter <br />House and that a small fee is charged to residents. <br /> <br /> Dr. Hall questioned who was financially responsible <br />for Charter House. <br /> <br /> Mro Hendrix replied that the City is ultimately <br />responsible but that the City contracts with Region Ten <br />Community Services Board for the actual .operation of <br />Charter House. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br />the $117,890 appropriation to Charter House was offered <br />and carried over to the next meeting for consideration. <br /> <br />RESOLUTION: GRANTING EASEMENT TO VIRGINIA POWER FOR PEN PARK <br /> <br /> Mr. Hendrix stated that Virginia Power had requested <br />that the City grant an easement to plaCe power lines into <br /> <br /> <br />
