16 <br /> <br /> That the City of Charlottesville will continue to <br />appoint a representative to the Board of Directors of <br />Monticello Area Community Action Agency, will continue to <br />work in every way with that agency to offer a "hand up" to <br />its low income residents, and will continue to provide <br />local financial support as we are able and that the City <br />of Charlottesville requests that the Commonwealth of <br />Virginia in its 1987 budget set aside a suitable <br />appropriation of state funds for the work of community <br />action agencies, the majority of those funds going to <br />existing community action agencies. <br /> <br />ORDINANCE: DESIGNATING SECRETARY FOR SOCIAL DEVELOPMENT <br />COMMISSION (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 2-106 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, DESIGNATING THE <br />ASSISTANT CITY MANAGER AS SECRETARY TO THE SOCIAL <br />DEVELOPMENT COMMISSION" which was offered at the meeting <br />of August 4th, was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: <br />None. Absent: Dr. Hall. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell stated that the City/County Committee <br /> had met concerning naming the new City/County park and <br /> their first choice was Riverside Park and their second <br /> choice was Rivanna River Park. Mr. O'Connell stated that <br /> if Riverside Park was chosen, then the proposed park <br /> previously referred to as Riverview Park may need to be <br /> renamed to avoid confusion. Mr. O'Connell stated that it <br /> was also recommended that one of the ballfields be named <br /> after D. F. Shifflett. Mr. O'Connell stated that the <br /> Council maywish to hold apublic hearing on the naming of <br /> the park. <br /> <br /> Mrs. Gleason stated that she was in agreement with <br /> holding a public hearing and noted that the historical <br /> name for the park property had been Riverside. <br /> It Was agreed that a public hearing would be held on <br /> September 2nd. <br /> <br /> Mr. O'Connell stated that staff recommended that <br /> Council authorizing the execution of the option for the <br /> property on Avon Street Extended which was the proposed <br /> site to house the school buses and city yard, contingent <br /> upon the County approving a site plan which was agreeable <br /> to the City. Mr. O'Connell stated that the funds had been <br /> appropriated for this purpose and the master plan for the <br /> property would be included in the 5 year Capital Plan. <br /> Ms. Muel!er stated that the property was slightly <br /> larger than 50 acres, but that the property would only be <br /> developed now to house the school buses and some storage <br /> of materials. <br /> <br /> Mr. Towe asked whether commuter parking had been <br /> considered for the Avon Street Extended site. <br /> Ms. Mueller stated that the issue of commuter parking <br /> had not been addressed and noted that the property would <br /> not have public access in order to adequately secure the <br /> facility. <br /> <br /> Mr. Wiley stated that the owners wished to close on <br /> the property prior to September 1st because of changes in <br /> <br /> <br />
