9 <br /> <br />Charlottesville, Virginia that the City Manager is hereby <br />authorized to execute on behalf of the City the following <br />document, in form approved by the City Attorney: <br /> <br />Agreement between the City of Charlottesville and <br />Virginia Electric and Power Company for the purchase <br />of electric services. <br /> <br /> A copy of such document shall be kept on file with <br />the minutes of the Council meeting at which this <br />resolution was adopted. <br /> <br />REQUEST: BORDERLINE SKATE TEAM <br /> <br /> Mr. Billy Fisher, representing the Borderline Skate <br />Team, and Mr. Dwayne Brown, representing the other skate- <br />boarders in attendance, requested that the City build a <br />skateboard ramp. <br /> <br /> Mr. Brown stated that a skateboard ramp would provide <br />the skaters with an safer environment than riding on <br />streets and sidewalks. Mr. Brown presented Council with a <br />petition with 328 signatures requesting a skateboard ramp, <br />noting that 277 of the people who signed the petition were <br />between the ages of 11 and 20° Mr. Brown stated that <br />Virginia Beach has three ramps, at a cost of $18,886.32 <br />to the City. Mr. Brown presented the liability insurance <br />policy from Ocean City, Maryland which has a skateboard <br />ramp and a liability release form from Virginia Beach. <br /> <br /> Mr. Fisher stated that the skateboarders also wanted <br />to use the ramp to practice for competition. <br /> <br /> Responding to a question by Mr. Towe, Mr. Brown <br />stated that helmets and kneepads are required at the <br />skateboard ramps and that they are supervised. <br /> <br /> Mr. Buck questioned whether the skateboarders were <br />making a similar request to the Albemarle County Board of <br />Supervisors. <br /> <br /> Mr. Brown stated that he would make the request to <br />the County if necessary. <br /> <br /> Mr. Bill Daggett, a member of the Board of Directors <br />of the YMCA, stated that the YMCA is currently discussing <br />the idea of supporting a skateboard ramp and he extended <br />an invitation for the skateboarders to speak to the YMCA. <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, stated that he felt a skateboard ramp would <br />be an important facility as it was unsafe to ride on the <br />sidewalks and streets° <br /> <br /> Mr. Buck recommended that staff study the possibility <br />of installing a skateboard ramp, including the issues of <br />location and liability, and that the YMCA and Board of <br />SUpervisors be contacted. <br /> <br />REQUEST: LOCUST AVENUE BRIDGE REPAIR <br /> <br /> Mr. O'Connell stated that the City was pursuing a <br />claim against the party responsible for damaging the <br />Locust Avenue Bridge, but requested authorization from <br />Council for the expense as the project had gone out for <br />bid and the bid was only good for thirty days. <br /> <br /> Responding to a question from Mr. Barnes, Mr. Wiley <br />stated that two bids had been received and the price had <br />been very close. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />funds necessary to repair the Locust Avenue Bridge were <br /> <br /> <br />
