50 <br /> <br />PUBLIC <br /> <br /> Mr. Tom McCrystal criticized the recent crackdown by <br />the police in the University fraternity area and <br />recommended that the police focus their attention on other <br />areas of the City. Mr. McCrystal recommended that a <br />neighborhood task force and crime task force be appointed <br />to deal with the problems. <br /> <br /> Mr. Buck stated that a Venable Neighborhood Task <br />Force has been appointed to deal with the concerns in the <br />fraternity area. Mr. Buck also stated that the City will <br />be looking at the possibility of increasing the police <br />force in the next budget cycle, but noted that the Police <br />had not been diverted from other areas of the City to deal <br />with the fraternity area. <br /> <br /> Mr. Barnes requested that the City Manager provide <br />Council with crime statistics on the area bordered by <br />Rugby Avenue/Grady Avenue/10th Street/West Main street~ <br /> <br /> Mr. Buck requested that Council be provided with <br />information about why foot patrols are used by the police <br />department in some areas and not others. ~ <br /> <br />PRESENTATION: CHARLOTTESVILLE-ALBEMARLE CLEAN COMMUNITY COMMISSION <br /> <br /> Mr. Chic Thompson, President of Charlottesville- <br />Albemarle Clean Community Commission (CAC3), stated that a <br />main priority of the CAC3 had been education and as a <br />result, a video had been produced which would be available <br />to the public free of charge to accomplish this goal. <br /> <br />The video was shown to Council. <br /> <br />PRESENTATION: VIRGINIA DISCOVERY MUSEUM <br /> <br /> Ms. Constance Palmer, President of the Board of <br />Directors of the Virginia Discovery Museum, stated that <br />the Museum is due to open on October 25th and had been <br />delayed because of cost overruns and construction delays <br />caused by the requirement of installing a sprinkler <br />system. Ms. Palmer stated that $136,558 had been raised <br />by the Museum toward their $175,000 goal. Ms. Palmer <br />requested that Council appropriate $5,000 to the Museum to <br />be used as a matching grant for private funds. Ms. Palmer <br />also stated that the Museum hoped to become part of the <br />City's annual budget in the future. .~"i <br /> <br /> Mr. David Pettit, Vice-President of the Board of <br />Directors for the Virginia Discovery Museum, supported <br />Ms. Palmer's request for the $5,000 appropriation. <br /> <br /> On a question from Mr. Barnes, Ms. Palmer replied <br />that the Museum had raised $3,000 in private funds since <br />she had appeared before Council in April. Ms. Palmer <br />stated that she would make a similar request for funds <br />from Albemarle County. <br /> <br /> Mr. Buck stated that as a matter of policy he did not <br />feel the City should pay for specific building <br />requirements, but that he would be in favor of making a <br />grant toward the Museum for start-up funding. <br /> <br /> Mrs° Gleason stated that she favored the idea of a <br />matching grant and felt the Museum would be an asset to <br />the community. Mrs. Gleason stressed that the <br />appropriation should not be considered a commitment for <br />continued funding. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the ~5,000 appropriation to be used as a matching grant to <br />the Virginia Discovery Museum, was offered and carried <br /> <br /> <br />
