51 <br /> <br />over to the next meeting for consideration. <br /> <br />STAFF REPORT: URBAN DESIGN PLAN <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, briefly reviewed the history of the Urban <br />Design Plan and presented a "Request for Qualifications" <br />which outlined the scope of services in three phases: <br />Phase I will develop city-wide concepts, including <br />entrances and corridors; Phase II will provide an analysis <br />of market opportunities and needs; and Phase III will <br />provide detailed plans for downtown, West Main Street, and <br />the University Corner area. Mr. Huja stated that the City <br />has a grant for $30,000 pending before the National <br />Endowment for the Arts for the program. <br /> <br /> Mr. Michael Bednar, Chairman of the Planning <br />Commission, stated that he felt the Urban Design Plan <br />would be helpful in updating the City's Comprehensive Plan <br />which, as a result of the recent City/County/University <br />agreement, would be updated in 1988. <br /> <br /> Responding to a question from Mr. Towe, Mr. Bednar <br />replied, that the the general concepts phase would probably <br />begin in January or February. Mr. Bednar added that once <br />the Urban Design Plan was developed, he felt it could be <br />easily maintained. <br /> <br /> Mr. Huja stated that the City would hear about the <br />$30,000 grant in approximately 60 days. <br /> <br /> Mr. Hendrix noted that funds had not yet been <br />appropriated for the project. <br /> <br /> Mr. Barnes stated that he would be in favor of <br />reducing the City's share of funding for the appropriation <br />from $50,000 to $20,000 should the grant from the National <br />Endowment for the Arts be awarded. <br /> <br /> Mr. Buck stated that he felt that the downtown area <br />should be looked at early in the process in order that <br />the City could take advantage of the study when <br />considering building a parking desk on Water Street. <br />Mr. Buck stated that he felt the project was critically <br />important to the City, that the sharing of information <br />would be helpful between the public, the consultants and <br />the City, and that the project would help maintain the <br />City's tax base. <br /> <br /> Mrs. Gleason noted that a high priority of the Urban <br />Design Task Force had been to involve the public in the <br />process. <br /> <br /> It was agreed that the appropriation for the Urban <br />Design Plan would be considered at the next meeting. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously approved the concept of the Urban <br />Design Plan and authorized staff to go forward with the <br />Request for Qualifications. <br /> <br />APPROPRIATION: JOB TRAINING PARTNERSHIP ACT (2nd reading) <br /> <br /> The $1,372~311.83 appropriation for the Job Training <br />Partnership Act which was offered at the meeting of <br />September 15th was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: <br />None.
