52 <br /> <br />Partnership Act (including unexpended balances carried <br />forward from prior years), estimated to total <br />$1,372,311.83, are hereby appropriated to the JTPA fund, <br />to be expended by the Piedmont Job Training Administration <br />on authorization from the City Manager or his designee, <br />and in accordance with applicable state and federal laws <br />and regulations, to carry out the purposes of the Act. <br /> <br />APPROPRIATION: <br /> <br />CENTER <br /> <br />$500 - CONTRIBUTION TO STATE AND LOCAL LEGAL <br /> <br /> Mr. Hendrix stated that the National League of <br />Cities, the U. S. Conference of Mayors, and the <br />International City Management Association were requesting <br />$500 in support for the State and Local Legal Center <br />which would provide a group of attorneys to represent <br />local and state governments before the Supreme Court. <br />Mr. Hendrix stated that this would be a one-time contri- <br />bution and the money would be put into a trust fund. <br /> <br /> Mr. Buck stated that he felt it was important for the <br />cities to have a voice before the Supreme Court to help to <br />maintain the autonomy of cities. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe the <br />$500 appropriation for the State and Local Legal Center <br />was approved by the following vote. Ayes: Mr. Barnes, Mr. <br />Buck, Mrs. Gleason, Mr. Towe. Noes: None. Absent: Dr. <br />Hall. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $500.00 is <br />hereby appropriated from the unappropriated balance of the <br />General Fund to expenditure account 01-11010-5407 to be <br />expended as a contribution to the State and Local Legal <br />Center in support of its advocacy of municipal interests <br />before the U. S. Supreme Court. <br /> <br />APPROPRIATION: <br /> <br />CENTER <br /> <br />$15,000 - HANDICAPPED ACCESS - MCGUFFEY ARTS <br /> <br /> Mr. Hendrix stated that the appropriation of $15,000 <br />was a grant made by the Perry Foundation which would be <br />used, in combination with $15,000 in CDBG funds previously <br />appropriated~ to provide handicapped access to McGuffey <br />Arts Center, and the Second Street Gallery which is housed <br />in McGuffey. <br /> <br /> Mrs. Gleason noted that the City, which owns the <br />McGuffey building, will share in the advantages of having <br />the building handicapped accessible. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />$15,000 appropriation for handicapped access to McGuffey <br />Arts Center was offered and carried over to the next <br />meeting for consideration. <br /> <br />ORDINANCE: PERMITS FOR PAVING CUTS (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN ARTICLE II OF CHAPTER 25 OF THE CODE OF THE CITY <br />OF CHARLOTTESVILLE, 1976, AS AMENDED, BY REPEALING <br />SECTIONS 25-29, 25-30, 25-32 AND 25-34 REGARDING <br />EXCAVATIONS IN PUBLIC WAYS AND BY ADDING NEW SECTIONS <br />25-29.1, 25-30.1, 25-30.2, 25-32.1, 25-34.1, 25-34.2, <br />25-34.3 AND 25-34.4 TO ESTABLISH PERMIT, FEE AND BOND <br />REQUIREMENTS, AND COMPREHENSIVE PAVEMENT CUTTING STANDARDS <br />FOR ALL EXCAVATIONS IN PUBLIC WAYS" which was offered at <br />the September 15th meeting, was approved by the following <br />vote.
