52 Partnership Act (including unexpended balances carried forward from prior years), estimated to total $1,372,311.83, are hereby appropriated to the JTPA fund, to be expended by the Piedmont Job Training Administration on authorization from the City Manager or his designee, and in accordance with applicable state and federal laws and regulations, to carry out the purposes of the Act. APPROPRIATION: CENTER $500 - CONTRIBUTION TO STATE AND LOCAL LEGAL Mr. Hendrix stated that the National League of Cities, the U. S. Conference of Mayors, and the International City Management Association were requesting $500 in support for the State and Local Legal Center which would provide a group of attorneys to represent local and state governments before the Supreme Court. Mr. Hendrix stated that this would be a one-time contri- bution and the money would be put into a trust fund. Mr. Buck stated that he felt it was important for the cities to have a voice before the Supreme Court to help to maintain the autonomy of cities. On motion by Mr. Barnes, seconded by Mr. Towe the $500 appropriation for the State and Local Legal Center was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. Absent: Dr. Hall. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum of $500.00 is hereby appropriated from the unappropriated balance of the General Fund to expenditure account 01-11010-5407 to be expended as a contribution to the State and Local Legal Center in support of its advocacy of municipal interests before the U. S. Supreme Court. APPROPRIATION: CENTER $15,000 - HANDICAPPED ACCESS - MCGUFFEY ARTS Mr. Hendrix stated that the appropriation of $15,000 was a grant made by the Perry Foundation which would be used, in combination with $15,000 in CDBG funds previously appropriated~ to provide handicapped access to McGuffey Arts Center, and the Second Street Gallery which is housed in McGuffey. Mrs. Gleason noted that the City, which owns the McGuffey building, will share in the advantages of having the building handicapped accessible. On motion by Mr. Towe, seconded by Mrs. Gleason, the $15,000 appropriation for handicapped access to McGuffey Arts Center was offered and carried over to the next meeting for consideration. ORDINANCE: PERMITS FOR PAVING CUTS (2nd reading) The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTICLE II OF CHAPTER 25 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY REPEALING SECTIONS 25-29, 25-30, 25-32 AND 25-34 REGARDING EXCAVATIONS IN PUBLIC WAYS AND BY ADDING NEW SECTIONS 25-29.1, 25-30.1, 25-30.2, 25-32.1, 25-34.1, 25-34.2, 25-34.3 AND 25-34.4 TO ESTABLISH PERMIT, FEE AND BOND REQUIREMENTS, AND COMPREHENSIVE PAVEMENT CUTTING STANDARDS FOR ALL EXCAVATIONS IN PUBLIC WAYS" which was offered at the September 15th meeting, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. Absent: Dr. Hall ORDINANCE: AMENDING S. 10-20 RE: MAILING OF TAX BILLS (2nd reading)
