The ordinance entitled "AN ORDINANCE TO AMEND SECTION 10-20 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, TO CORRECT PROVISIONS RELATING TO THE MAILING OF TAX BILLS" which was offered at the meeting of September 15th, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason~ Mr. Towe. Noes: None. Absent: Dr. Hall. ORDINANCE: CLOSING AND VACATING A PORTION OF VINE STREET Mr. Hendrix stated that viewers had been appointed and had reported no objections to closing Vine Street, but that Mr. Huja, Director of Community Development, oppOsed closing that portion of Vine Street because of the need for access to a large piece of vacant property which might be developed in the future. Mr. Huja stated that discussions were taking place with the owners of the property and that other arrangements could probably be worked out as the initial request to close the street was due to the fact that the owner's property encroached on City property. On motion by Mrs. Gleason, seconded by Mr. Towe, the ordinance entitled "AN ORDINANCE CLOSING, VACATING DISCONTINUING A PORTION FO VINE STREET" was denied by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. Absent: Dr. Hall. ORDINANCE: FIRE SUPPRESSION SYSTEMS Mr. Hendrix stated that the ordinance, which was recommended by the Fire Department, would require that any new buildings 50 feet or more in height would require fire suppression systems. Responding to a question by Mrs. Gleason, Ms. Sheila Haughey, Assistant City Attorney, stated that only major additions and renovations would be affected. On motion by Mrs. Gleason, seconded by Mr. Barnes, the ordinance entitled "AN ORDINANCE TO AMEND ARTICLE I, BUILDING CODE, OF CHAPTER 5, BUILDINGS, OF THE CODE OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, 1976, AS AMENDED, TO REPEAL SECTION 5-3 RELATING TO THE ESTABLISHMENT OF FIRE DISTRICTS AND TO ADD A NEW SECTION, NUMBERED 5-3.1 TO REQUIRE THE INSTALLATION AND MAINTENANCE OF FIRE SUPPRESSION SYSTEMS IN CERTAIN BUILDINGS" was offered and carried over to the next meeting for consideration. ORDINANCE: REPEALING ORDINANCE RE: PENALTIES FOR FAILURE TO FILE PERSONAL PROPERTY TAX RETURNS Mr. Hendrix stated that a staff committee had recommended that the current penalty for failure to file personal property tax returns be repealed as a penalty was also charged for late payment of taxes. On motion by Mr. Barnes, seconded by Mrs. Gleason, the ordinance entitled "AN ORDINANCE TO REPEAL SECTION 10-18.5 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO PENALTIES FOR FAILURE TO FILE PERSONAL PROPERTY TAX RETURNS" was offered and carried over to the next meeting for consideration. ORDINANCE: AMENDING DEFINITION OF BOUNDARIES FOR DOWNTOWN PEDESTRIAN MALL Mr. Hendrix stated that the ordinance would add the last block at the west end of the downtown pedestrian mall to the definition in the Code.
