The ordinance entitled "AN ORDINANCE TO AMEND SECTION <br />10-20 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS <br />AMENDED, TO CORRECT PROVISIONS RELATING TO THE MAILING OF <br />TAX BILLS" which was offered at the meeting of September <br />15th, was approved by the following vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason~ Mr. Towe. Noes: None. <br />Absent: Dr. Hall. <br /> <br />ORDINANCE: CLOSING AND VACATING A PORTION OF VINE STREET <br /> <br /> Mr. Hendrix stated that viewers had been appointed <br />and had reported no objections to closing Vine <br />Street, but that Mr. Huja, Director of Community <br />Development, oppOsed closing that portion of Vine Street <br />because of the need for access to a large piece of <br />vacant property which might be developed in the future. <br /> <br /> Mr. Huja stated that discussions were taking place <br />with the owners of the property and that other <br />arrangements could probably be worked out as the initial <br />request to close the street was due to the fact that the <br />owner's property encroached on City property. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE CLOSING, VACATING <br />DISCONTINUING A PORTION FO VINE STREET" was denied by the <br />following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Mr. Towe. Noes: None. Absent: Dr. Hall. <br /> <br />ORDINANCE: FIRE SUPPRESSION SYSTEMS <br /> <br /> Mr. Hendrix stated that the ordinance, which was <br />recommended by the Fire Department, would require that any <br />new buildings 50 feet or more in height would require fire <br />suppression systems. <br /> <br /> Responding to a question by Mrs. Gleason, Ms. Sheila <br />Haughey, Assistant City Attorney, stated that only major <br />additions and renovations would be affected. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the ordinance entitled "AN ORDINANCE TO AMEND ARTICLE I, <br />BUILDING CODE, OF CHAPTER 5, BUILDINGS, OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, VIRGINIA, 1976, AS AMENDED, TO <br />REPEAL SECTION 5-3 RELATING TO THE ESTABLISHMENT OF FIRE <br />DISTRICTS AND TO ADD A NEW SECTION, NUMBERED 5-3.1 TO <br />REQUIRE THE INSTALLATION AND MAINTENANCE OF FIRE <br />SUPPRESSION SYSTEMS IN CERTAIN BUILDINGS" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: REPEALING ORDINANCE RE: PENALTIES FOR FAILURE TO <br />FILE PERSONAL PROPERTY TAX RETURNS <br /> <br /> Mr. Hendrix stated that a staff committee had <br />recommended that the current penalty for failure to file <br />personal property tax returns be repealed as a penalty was <br />also charged for late payment of taxes. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the ordinance entitled "AN ORDINANCE TO REPEAL SECTION <br />10-18.5 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />AS AMENDED, RELATING TO PENALTIES FOR FAILURE TO FILE <br />PERSONAL PROPERTY TAX RETURNS" was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE: AMENDING DEFINITION OF BOUNDARIES FOR DOWNTOWN <br />PEDESTRIAN MALL <br /> <br /> Mr. Hendrix stated that the ordinance would add the <br />last block at the west end of the downtown pedestrian mall <br />to the definition in the Code. <br /> <br /> <br />
