Such moves would constitute unwarranted intrusion <br />into the detailed affairs of local governments and deprive <br />them of necessary control over the enforcement of their <br />own ordinances; raise serious questions of responsibility <br />and liability for such work, professional accountability, <br />and payment for services; and force a professional <br />relationship that local governments may not want, which in <br />itself is unworkable. <br /> <br /> 3. Such legislative action is utterly unnecessary <br />since most local governments are discharging their review <br />and inspections in a timely, competent, and efficient <br />manner. <br /> <br /> 4.
