60 <br /> <br />APPROPRIATION: ADJUSTMENTS TO FY ENDING JUNE 30, 1986 <br /> <br /> Mr. Hendrix stated that the adjustments were <br />necessary as a result of the annual audit. <br /> <br /> Mr. Barnes questioned the carryover appropriation of <br />$10,000 for recruiting the assistant directors for <br />Public Works. <br /> <br /> Mr. Hendrix replied that the $10,000 covered the <br />cost of recruiting the new assistant director for public <br />works and their moving expenses. <br /> <br /> Ms. Judith Mueller, Director of Public Works, replied <br />that the new assistant directors were moving from Michigan <br />and Indianapolis. <br /> <br /> Mr. Hendrix noted that one of the assistant director <br />positions had been approved more than a year ago and one <br />had been vacant since the former assistant director had <br />left. <br /> <br /> Mro Towe questioned whether the expense for overtime <br />in the Fire Department was a standard expense. <br /> <br /> Mr° Hendrix replied that the courts had determined <br />that the overtime must be paid to the Fire Department <br />employees, but the implementation of the payment had been <br />delayed and the carryover was necessary. <br /> <br /> It was noted that the additional expense for <br />transporting school bus drivers was a result of the delay <br />in moving the school bus location to the property on Avon <br />Street Extended. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />Adjustment Appropriation for FY ending June 30, 1986 was <br />offered and carried over to the next meeting. <br /> <br />RESOLUTION: OPPOSING STATE LAW ALLOWING PRIVATE CONTRACTORS TO <br />REVIEW PLANS, INSPECT CONSTRUCTION AND CERTIFY COMPLETION OF <br />PROJECTS <br /> <br /> Mr. Hendrix stated that it was staff's recommendation <br />that Council pass the resolution opposing the proposed <br />legislation which would allow private engineers to inspect <br />construction rather than city or county inspectors on the <br />grounds that it would be detrimental to the public. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the resolution was unanimously approved by Council. <br /> <br /> WHEREAS, the 1986 General Assembly passed SJR47 to <br />provide for a joint legislative study of the possibility <br />of using private engineering firms in the inspection of <br />residential subdivision facilities and the advisability of <br />expanding the use by localities of private sector <br />inspections for residential development; <br /> <br /> WHEREAS, under State law, localities at their option <br />may use private professional engineers or land surveyors <br />for subdivision inspections~ <br /> <br /> WHEREAS, this Council is interested in this study, in <br />order to assure the safest, most efficient and economical <br />construction and development standards are carried out for <br />the citizens and developers of Charlottesville. <br /> <br /> THEREFORE, BE IT RESOLVED by the Council of the City <br />of Charlottesville that: <br /> <br /> 1. This Council strongly opposes any legislative <br />attempt to mandate use of private engineers and surveyors <br /> <br /> <br />
