63 <br /> <br />COUNCIL CHAMBER - November 3, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />minutes of October 14th were approved as presented, with <br />Mr. Barnes abstaining. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, <br />the minutes of October 20th were approved as presented, <br />with Mr. Buck abstaining. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the minutes of October 27th were approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Bob Newman, a member of the local planning <br />committee of the Virginia Neighborhoods Conference <br />Committee, informed Council of the local committee's <br />efforts to locate the 1987 Virginia Neighborhoods <br />Conference' in Charlottesville. Mr. Newman stated that the <br />organization promotes community involvement and <br />neighborhood associations and requested Council's general <br />moral support for the local committee's efforts. Mr. <br />Newman stated that expenses for the conference would be <br />raised through private donations, though the committee <br />might return at a later date to request that the Mayor <br />host a reception for the conference. <br /> <br /> Mr. James King, a member of the local committee, <br />stated that he had attended the two previous conferences of <br />the Virginia Neighborhoods Association and felt that <br />Charlottesviolle has a great deal more to show in the way <br />of accomplishments than many other communities. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously voted to offer their general moral <br />support for the local committee in their efforts to locate <br />the 1987 Virginia Neighborhoods Conference in <br />Charlottesville. <br /> <br />STAFF REPORT: SOCIAL DEVELOPMENT COMMISSION RECOMMENDATION FOR <br />CDBG ALLOCATION TO SOCIAL PROGRAMS <br /> <br /> Mr. Steve Campbell, Chairman of the Social <br /> Development Commission, stated that the Social Development <br /> Commission had voted to recommend that 15% of the CDBG <br />funds be allocated to social programs as it was felt that <br /> the City had alternative means of funding physical <br /> programs, such as that proposed in the Five-Year Capital <br /> Improvement Program, but few alternative funding methods <br /> for social programs. Mr. Campbell stated that there were <br /> increased requests for funding social programs, but fewer <br /> resources. Mr. Campbell stated that the Social <br /> Development Commission was in the process of receiving <br /> proposals for social programs, but had not begun to <br /> prioritize those programs. <br /> <br /> Mr. Barnes asked what new.programs had been submitted <br />for funding. <br /> <br /> Mr. Campbell stated that the proposals were just now <br />being received, but he knew that the homeless shelter <br />would be a major new programs requesting funding. Mr. <br />Campbell stated that the issue had been raised regarding <br />whether the Minority Business Program, which had been <br />funded from the physical portion of CDBG funds in the <br />previous year, should be funded out of the social program <br /> <br /> <br />
