7O <br /> <br />adverse impact on the surrounding neighborhood, 2) the <br />Proposal does not significantly alter the intended use of <br />this facility, and 3) the proposal is temporary in nature <br />and can comply with applicable codes regarding on-site <br />parking and accommodations. The recommendation was <br />conditioned upon the following: 1) the special permit be <br />granted for a two-year period only, 2) the use by limited <br />in the area and any expansion would require an amendment <br />to the special permit, and 3) the Phase II plan for the <br />McIntire Village PUD parking be implemented within six <br />months in order to comply with parking requirements. <br /> <br /> Responding to a question about the parking concerns <br />from Mr. Towe, Mr. Steven Yowell, Headmaster of the <br />Covenant School, replied that the parking improvements <br />would be done by theCovenant School and the YMCA and the <br />screening and other improvements would be done by the <br />developers of McIntire Village. <br /> <br /> Mr. Huja noted that the Planning Commission had also <br />recommended that the medians on the 250 Bypass at Birdwood <br />and Hillcrest Roads be closed, though this was not a <br />condition of the special permit. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />resolution extending the special use permit to the <br />Covenant School for expansion of a private elementary <br />School was unanimously approved by Council. <br /> <br /> WHEREAS, the Covenant School has requested permission <br />to extend the special use permit granted on May 20, 1985 <br />in order to allow for continued and expanded use of the <br />front two floors of the McIntire School Building on the <br />250 Bypass for a private elementary school; and <br /> <br /> WHEREAS, McIntire Village Associates as owner of the <br />McIntire School facility has approved the expansion of the <br />Covenant School; and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and <br />held on October 14, 1986, this Council finds that such use <br />will conform to the standards set forth in Section <br />31-14(e) of the City Code and to the criteria applicable <br />to special permits generally under Chapter 31 of the City <br />Code~ now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special use permit <br />which was granted on May 20, 1985 and expired July 1, 1986 <br />to operate a private elementary school in the Old McIntire <br />School Building on 250By pass is extended two years. This <br />property is further identified on City Real Property Tax <br />Map #45 as Parcel ~7, having approximately 430 feet of <br />frontage on the 250 Bypass, 570 feet of frontage on <br />Birdwood Road, 590 feet of frontage on Edge Hill Road, 600 <br />feet of frontage on Hillcrest Road and containing <br />approximately 315,500 square feet of land, or 7.24 acres. <br />Such special permit shall be subject to the conditions <br />imposed by the city zoning ordinance upon special permits <br />generally, and shall further be subject to the following <br />special conditions: <br /> <br /> (a) Such expanded use shall be limited to the areas <br />shown in the site plan and that any expansion of the use <br />requies an amendment to the special permit. <br /> <br /> (b) That the Phase II plan for the McIntire Village <br />Planned Unit Development be implemented within six months <br />in order to comply with parking requirements. <br /> <br /> Dr. Hall stated that he would not be in favor of <br />closing the median strip. <br /> <br /> <br />
