Part of this <br />strategy is. to urge the University of Virginia to provide <br />more student housing. <br /> <br /> To maintain current zoning patterns, densities, and <br />laws is another part of this strategy. <br /> <br /> The quality of the public school system is also <br /> essential to maintaining strong and diverse neighborhoods. <br /> The schools must recognize the socio-economic changes the <br /> system will undergo in future years and deal effectively <br /> with those changes. <br />.~eting was adjourned.~~,~ ~ <br /> <br />Council Chamber - November 17, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall. Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />minutes of November 3rd were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br />PUBLIC HEARING: 1987-88 BUDGET <br /> <br /> Mr. Hendrix stated that a pre-budget public hearing <br />was being held in order to solicit public comment for the <br />fiscal year '87-88 budget which could then be taken into <br />consideration by both the City Manager and Council as the <br />budget is considered. <br /> <br /> Mr. Clem Sanford of 423 North First Street, requested <br />that funds be allocated for the BMX track as there were no <br />funds available to maintain the track presently and also <br />requested that a BMX track be located in the new <br />City/County park. <br /> <br /> Mr. Larry Lippincott, a BMX racer, supported funds <br />for the BMX track, adding that BMX racing is a national <br />sport which does not allow motorized vehicles. <br /> <br /> Responding to a question from Mr. Buck regarding the <br />reasons the supporters wished to lcoate the BMX track in <br />the park, Mr. Lippincott replied that it was for security <br />reasons as well as maintenance. <br /> <br /> Mrs. Gleason questioned whether funds had been sought <br />from any other organization. <br /> <br /> Mr. Lippincott replied that funds had not been sought <br />because it had previously been felt that fees charged <br />would be sufficient. <br /> <br /> Respohding to a question concerning insurance from <br />Mr. Buck, Mr. Lippincott stated that accident insurance in <br />the amount of $300,000 with $200 deductible was carried <br />for each rider using the track° <br /> <br /> <br />
