81 <br /> <br /> Ms. Ella Peal of the Midway Manor, stated that she <br />enjoyed the new adult day care center and supported its <br />continued funding° <br /> <br /> Ms. Josephine Brown of 925 Henry Avenue, stated that <br />she had attended the adult day care center since July and <br />enjoyed its many activities which included exercise, story <br />reading, lunch and naps. Ms. Brown requested that funding <br />be continued for the day care center. <br /> <br /> Ms. Charlotte Hurtt of 2309 Highland Avenue, stated <br />that her mother-in-law attends the adult day care center <br />and requested continued funding. <br /> <br /> Mr. Charles Witter of 2708 Eton Road, stated that his <br />wife participates in the adult day center which has <br />wonderful staff and is a beautiful building and requested <br />continued support. <br /> <br /> Mr. Tony Roebuck supported funding for the BMX track <br />as he felt the track help children grow in character as <br />well as providing a good sport. <br /> <br /> As there were no further speakers the public hearing <br />was closed. <br /> <br /> Mr. Buck stated that the City Manager and Council <br />would keep the thoughts presented in mind when preparing <br />the budget. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> Mr. Buck read a resolution which proclaimed Council's <br />intention to establish a Bicentennial of the U. S. <br />Constitution Committee jointly with Albemarle County, and <br />to designate Charlottesville as a Bicentennial community. <br />The following names were recommended for the committee: <br />Edward Deets (BAR Association), Mack Tate (Albemarle <br />County Schools)~ Gary McGee (Chamber of Commerce), Neil <br />Black (Charlottesville Schools), Melinda Frierson <br />(Historical Society), Matthew Gaffney (Monticello), <br />Carolyn Holmes (Ash Lawn), David O'Brien (University of <br />Virginia), Barbara Cochran (Visitors Bureau), Dumas Malone <br />(Honorary Chairman), Gerald E. Fisher (Albemarle County <br />Board of Supervisors)~ Elizabeth B. Gleason (City <br />Council), and Frank Buck. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />resolution of support for the Bicentennial Committee and <br />the appointments listed above were unanimously approved by <br />Council. <br /> <br /> WHEREAS, September 17, 1987 is the 200th anniversary <br />of the signing of the United States Constitution; and <br /> <br /> WHEREAS, the Constitution, as ratified, embodies the <br />ideals of liberty under law and was designed to maintain <br />our free government in perpetuity as a more perfect union <br />and to secure the blessings of liberty by consent of the <br />governed body~ and <br /> WHEREAS~ few governments in the world have been able <br />to provide liberty and stability to their citizens under a <br />written constitution for more than a generation; and <br /> <br /> WHEREAS~ the laws adopted under this charter of <br />freedom and the attractive way of life resulting have <br />drawn to our shores citizens from every~corner of the <br />world, and provide impressive evidence of the enlightened <br />vision and the wisdom of the drafters of the Constitution; <br />and <br /> <br />WHEREAS, the Bicentennial offers the opportunity for <br /> <br /> <br />
