83 <br /> <br />vocational programs or the level of minority enrollment in <br />other communities, but did find that special programs such <br />as vocational education are beneficial to keeping children <br />in school. <br /> <br /> Mr. Buck stated that he felt the study was very well <br />done and credible. Mr. Buck stated that the <br />Charlottesville community has many extra programs to offer <br />students, but dropping out may be a symptom of other <br />problems such as the job market, but until those issues <br />are identified, he felt that the existing situation may be <br />hard~ if not impossible to change. <br /> <br /> Dr. DeMaio stated that the school system will be <br />keeping improved records in order to try to better <br />identify the reasons students drop out. <br /> <br /> Dr. Joseph Mooney, Chairman of the School Board, <br />stated that the School Board appreciated the Youth <br />Commission's efforts, and noted that many of the <br />programs for at-risk students have not been in effect <br />long enough to see the results° Dr. Mooney stated that he <br />felt a signficiant decrease in the drop-out rate would be <br />seen in the next three years. <br /> <br />REQUEST: DESIGNATION OF THE CHRISTMAS MARKET AS A SPECIAL EVENT <br /> <br /> Mr. Hendrix stated that Council needed to designate <br />December 6, 13 and 20 as special event days in order to <br />allow the Christmas Market operated by the Parks and <br />Recreation Department to take place. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />December 6, 13 and 20 were designated as special event <br />days on the downtown mall for the Christmas Market. <br /> <br />REQUEST: JAIL BOARD <br /> <br /> Mr. Hendrix stated that the Jail Board had requested <br />that the Jail be allowed to pay the Jail Board members up <br />to $100 per month regardless of whether the member is a <br />public official. <br /> <br /> Dr. Hall, a member of the Jail Board, stated that he <br />had voted in favor of the stipend, but would not accept <br />the payment himself. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />the stipend would be paid out of the Jail's budget which <br />was funded by the City and County. <br /> <br /> Responding to a question from Mr. Towe, Mr. Roger <br />Wiley, City Attorney, stated that there are very few <br />systems around Virginia similar to the <br />Charlottesville-Albemarle Jail Board and he did not know <br />if those other boards were paid. Mr. Wiley stated that he <br />read the law as allocating a flat rate which would not <br />require documentation for expenses incurred. <br /> <br /> Mrs. Gleason stated that she agreed that elected <br />officials should not be paid for their membership on the <br />Jail Board as the time spent there was comparable to <br />other boards which paid no stipend. Mrs. Gleason <br />questioned what other boards were paid. <br /> <br /> Mr. Hendrix stated that the School Board and the <br />citizen member on the Rivanna Water and Sewer Authority <br />were paid. <br /> <br /> Mr. Wiley stated that the Planning Commission had <br />requested a stipend a few years back, but Council had <br />declined the request. <br /> <br /> <br />
