84 <br /> <br /> Mrs. Gleason stated that the Jail Board is provided <br />with a meal during its meetings and currently receives $20 <br />per meeting. <br /> <br /> Mr. Buck stated that perhaps the risk and liability <br />incurred by the Jail Board should be considered. Mr. Buck <br />asked why the Jail Board had made the request at this <br />'time. <br /> <br /> Dr. Hall replied that he understood that since the <br />State law had allowed the stipend, then the Jail Board <br />felt they should take advantage of the new law. <br /> <br /> Mrs. Gleason stated that she felt that if the Board <br />was allowed a stipend, then the Chairman should receive a· <br />greater amount because of the increased work load. <br /> <br /> Mr. Barnes stated that he would prefer to hear from <br />Mr. Rasmussen or Mr. McMahan before making a decision <br /> <br /> Mr. Buck stated that he was presently not inclined to <br />allow the stipend, but that the Jail Board was welcome to <br />return and justify the request beyond the statutory <br />allowance. <br /> <br />STAFF REPORT: GAS ASSISTANCE PROGRAM <br /> <br /> Ms. Rita Scott, Director of Finance, stated that the <br />Gas Assistance Program had been started in 1983-84 with a <br />$10,000 matching contribution from Council. An active <br />advertising campaign took place and the first year $14,000 <br />in public contributions was received. The following years <br />less advertising was done and the amount received from the <br />public was $8,000 for the second year and $6,500 for the <br />third year. It was the original intent to administer the <br />program using the State Fuel Assistance personnel, but the <br />timing did not coincide and that had not been possible. <br />Funding in the. amount of $10,500 existed in the current <br />year's budget for an administrator of the program, but the <br />cost was not justifiable for the amount of money in the <br />program. A survey of other localities had been conducted <br />and none was found to operate a similar program in-house. <br />Virginia Power operates a program which has been <br />administered by AIM (Alliance of Interfaith Ministries) <br /> <br /> Ms. Scott stated that in conjunction with the <br />Director of the Social Services Department, it was <br />proposed that the $10,500 proposed for personnel be used <br />as matching funds, that the State Fuel Assistance staff be <br />staggered in the time of their employment in order to <br />allow them to administer the Gas Assistance Program, to <br />work with AIM in adminsitering the program, and use <br />existing Social Service and Utility Billing personnel. <br />Ms. Scott stated that she felt the only other alternative <br />would be to shut down the program or to let another agency <br />administer the program. <br /> <br /> Responding to a question from Mrs. Gleason, Ms. Scott <br />replied that the Gas Assistance Program is used by persons <br />in the community after the other available programs are <br />exhausted. Ms. Scott noted that $180,000 was available in <br />the State Fuel Assistance program for Charlottesville this <br />winter. <br /> <br /> Mrs. Gleason stated that she felt the program should <br />be given another year, to be administered as recommended <br />by Ms. Scott. <br /> <br /> Mr. Barnes agreed with Mrs. Gleason and stated that <br />he felt more contributions will come in with a renewed <br />advertising effort. <br /> <br />On motion by Mrs. Gleason, seconded by Mr. Barnes, <br /> <br /> <br />
