ORDINANCE: RELATING TO LANGUAGE RE: ORDINANCE (2nd reading) BILLING RATE IN GAS RATES The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 12-3, AS AMENDED, OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO NATURAL GAS RATES AND TO RATIFY AND AFFIRM CERTAIN BILLINGS MADE BY THE DIRECTOR OF FINANCE PURSUANT TO PRIOR ACTIONS OF CITY COUNCIL,, which was offered at the November 3rd meeting, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. ORDINANCE: LOWERING CERTAIN BUSINESS LICENSE TAX RATES (2nd reading) The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 15-112, 15-113, AND 15-114 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, IN ORDER TO REDUCE THE RATE OF TAXATION ON CERTAIN CLASSIFICATIONS OF BUSINESS, PROFESSIONAL AND OCCUPATIONAL LICENSES,' which was offered at the November 3rd meeting, was approved by the following vote.~ Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. ORDINANCE: CLOSING AN UNUSED PORTION OF OLD WATER STREET Mr. Hendrix stated that a request had been received to close a portion of Old Water Street adjacent to the C & 0 Station, viewers had been appointed, and neither the viewers nor staff had objections to the closing. On motion by Mr. Barnes, seconded by Mrs. Gleason, the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF OLD WATER STREET" was offered and carried over to the next meeting for consideration. OTHER BUSINESS Mr. Hendrix read a letter from Mr. Guy Agnor, Albemarle County Executive, requesting that a joint meeting be held with the Albemarle County Board of Supervisors and City Council in order to develop a joint statement for the State Highway Department regarding the proposed widening of Route 29 North. Mro Barnes stated that he did not feel the discussion with the County should be confined to Route 29 North as he felt the proposed widening of Route 29 North could have an effect on the proposed Meadowcreek Parkway. Mro Buck stated that staff would be sending information to Council regarding the various highway projects and that it may be helpful for Council to meet before the meeting with the County to outline the City's concerns in order to make the meeting with the County more productive. It was agreed that a meeting would be scheduled with the County. On motion by Mr. Barnes, seconded by Dr. Hall, Council unanimously voted to meet in executive session to discuss legal matters and disposition or use of public property as exempted by Section 2.1-344(a)(2) and (6) of the Virginia Freedom of Information Act. eting was adjourned. perk
