86 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />November 24, 1986 AT following Housing Authority meeting <br />scheduled for 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Presentation: Renovation of Clark Elementary School <br /> <br />Ordinance: <br /> <br />Closing an unused portion of Old Water Street <br />(2nd reading) <br /> <br />Executive session to discuss the condition, acquisition or <br />use of real property for public purpose as exempted by <br />Section 2,1-344(a)(2) of the Virginia Freedom of <br />Information Act. <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />Basement Conference Room - November 24, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />PRESENTATION: RENOVATION OF CLARK ELEMENTARY SCHOOL <br /> <br /> Ms. Virginia Schatz, School Board member and Chairman <br />of the School Renovation Steering Committee, stated that <br />it had been determined that an additional 3,200 square <br />feet of space was needed at Clark Elementary School. Ms. <br />Schatz stated that the School Board had considered <br />alternatives for locating the additional space and <br />recommended that it be located in the rear center of the <br />school. Ms. Schatz noted that there had also been strong <br />support for locating the addition on the front portico of <br />the school. <br /> <br /> Mrs. GleasOn, who served on the Renovation Committee, <br />stated that consideration had been given to the risk <br />involved in removing and replacing the columns on the <br />front portico should that location be approved. <br /> <br /> Ms. Schatz stated that it had been the feeling of <br />some of the School Board members that the addition should <br />be on the front portico of the school in order to be <br />visible to the community. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, <br />Council unanimously approved the addition known as <br />Alternative #2, placing the addition on the rear center of <br />Clark and authorized the School Board to proceed with <br />design work and the bidding process. This motion included <br />the understanding'that Council would again be approached <br />for final approval after estimates are received and after <br />a decision is made concerning the Future Needs Study. <br /> <br /> It was noted that the addition to Clark would <br />increase the total cost of the renovation project from <br />$2,862,000 to $3,354,000 but that funds would not be <br />appropriated until the spring by Council. <br /> <br />ORDINANCE: CLOSING AN UNUSED PORTION OF OLD WATER STREET <br />(2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, <br />VACATING AND DISCONTINUING A PORTION OF OLD WATER STREET" <br />which was offered at the November 17th meeting, was <br />approved by the following vote. Ayes: Mr. Barnes, Mr. <br />Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br />OTHER BUSINESS <br /> <br /> <br />
