87 <br /> <br /> Mr. Hendrix stated that staff had conducted a survey <br />of public and private agencies who were giving their <br />employees Friday, December 26th as a vacation and had <br />found that many throughout the state had declared the day <br />a holiday for this year. Mr. Hendrix stated that the cost <br />to the City to do so would be minimal and could be <br />absorbed within the current budget. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously approved that December 26, 1986 be a <br />holiday for City employees. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously voted to meet in executive session to <br />discuss the condition, acquisition or use of real property <br />for public purpose as exempted by Section 2.1-344(a)(2) of <br />the Virginia Freedom of Information Act. <br /> <br /> Ms. Kathy Brunet, a reporter for the Daily Progress, <br />questioned whether the topic of the executive session <br />would be highways° <br /> <br /> Mr. Roger Wiley~ City Attorney, replied that the <br />executive session would deal with a discussion of <br />highways, and stressed that the discussion would only deal <br />with those issues legal under the Freedom of Information <br />Act. <br /> <br /> Ms. Brunet requested that it be entered into the <br />record that she opposed the executive session. <br /> <br /> s adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, <br />December 9, 1986 AT following joint public hearing with <br />Planning Commission which begins at 7:30 p.m. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Resolution approving refinancing for Dogwood Housing <br />Central City Rehabilitation Loan <br /> <br />Approval of financing by Charlottesville Industrial <br />Development Authority for Barnes Lumber Company <br />property <br /> <br /> Staff Report: Highway Projects <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM December 9, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />RESOLUTION: APPROVING REFINANCING FOR DOGWOOD HOUSING CENTRAL <br />CITY 'REHABILITATION LOAN <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution approving the refinancing for Dogwood Housing <br />Central City Rehabilitation Loan was unanimously approved <br />by Council. <br /> <br /> WHEREAS, at a public hearing held on December 9, <br />1986 following reasonable public notice, the City Council <br />of the City of Charlottesville (the "Council") heard the <br /> <br /> <br />
