93 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />December 10, 1986 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> Basement Conference Room - December 10, 1986 <br /> <br /> COuncil met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br /> The Charlottesville High School Performing Arts Center <br />was discussed and the non-profit groups who were using the <br />Center and having their rehearsals subsidized were <br />discussed. Some questions arose concerning which non-profit <br />group productions should be subsidized. No decision was <br />made but it was agreed that the situation would be monitored <br />as the demand for the Center increases. <br /> <br /> A discussion was held concerning the School's Future <br />Needs Study. <br /> <br /> Dr. Joseph Mooney, Chairman of the School Board, stated <br />that the school system's projections for future enrollment <br />were being used instead of the projections of the study. <br />Dr. stated that the School Board was trying to keep the <br />issues concerning the elementary schools and middle schools <br />separate. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of Schools, <br />stated that it was uncertain at this time whether the State <br />will require admission of four-year olds in the schools, but <br />Charlottesville would be running a pilot program for <br />four-year olds beginning next year. Dr. Cibbarelli stated <br />that it had not been decided Where the pre-school chidlren <br />would be housed. <br /> <br /> Mr. Buck stated that the amount of support for child <br />care services for young children which was expressed at the <br />recent Youth Forum sponsored by the City and Schools was <br />surprising. <br /> <br /> Dr. Cibbarelli stated that studies have shown that it <br />is very important to serve young children, especially those <br />considered "at-risk.,, · <br /> <br /> Mr. Towe requested the school's definition of <br />"at-risk.,, <br /> <br /> Dr. Cibbarelli stated that "at-risk', generally applied <br />to those children falling below the 40% percentile, or to <br />those children who were not felt to be fulfilling their <br />potential. <br /> <br /> Ms. Mary Reese~ Assistant Superentendent for City <br />Schools, stated that the term had first been applied to high <br />school drop outs, but was now applied to children who are <br />not succeeding at school and who may have a background of <br />poverty, problems at home, or have had a recent trauma. Ms. <br />Reese noted that the term is not considered a permanent <br />label for the child. <br /> <br /> Dr. Mooney stated that the School Board must now sort <br />out the information that has been presented at the public <br />hearings the School Board has held on the Future Needs Study <br />and decide how best to make the necessary educational <br /> <br /> <br />
