100 <br /> <br />Charter agreement of the Thomas Jefferson Planning District <br />Commission in the following ways: 1) reduce the membership, <br />2) allow a mail-in vote for perfunctory business, and 3) <br />ratify the remainder of the Charter. <br /> <br /> Mr. Towe, presently a member on the Thomas Jefferson <br />Planning District Commission, stated that the City members <br />would be reduced from four to two, but it was undecided <br />whether both members would be Council members or whether <br />one would be a citizen member. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />resolution amending the Charter Agreement of the Thomas <br />Jefferson Planning District Commission was unanimously <br />approved by Council. <br /> <br />RESOLUTION: AUTHORIZING MAYOR TO SIGN AGREEMENT RE: <br />RAILWAY STATION <br /> <br />C & 0 <br /> <br /> Mr. Hendrix stated that the owners of the C & O Railway <br />Station had requested that the City vacate a subway easement <br />held under the C & 0 Station and that staff recommended that <br />the easement be vacated. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously authoriZed the Mayor to sign an <br />agreement regarding the C & 0 Railway Station. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, that the Mayor is hereby authorized to <br />execute on behalf of the City the following document, in form <br />approved by the City Attorney: <br /> <br />A deed from the City releasing an easement granted to <br />the City for subway near the C & 0 Railroad Station. <br /> <br /> A copy of such document shall be kept on file with the <br />minutes of the Council meeting at which this resolution was <br />adopted. <br /> <br />RESOLUTION: <br /> <br />PROCEDURES <br /> <br />APPROVING MODIFICATIONS TO HOUSING REHABILITATION <br /> <br /> Mr. Hendrix stated that the Housing Rehabilitation <br />Procedures needed to be modified in order to reflect the <br />change in the guidelines the Housing AuthOrity will be using <br />regarding the Charlottesville Housing Improvement Program. <br />The changes include the following: payment to CHIP will <br />separate out the rehabilitation charges from the outreach <br />services, 2) a baseline for rehabilitation projects will be <br />provided, and '3) the Housing Authority will prepare cost <br />estimates for rehabilitation projects. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />Council unanimously approved the modifications to the <br />Housing Rehabilitation Procedures. <br /> <br />ORDINANCE: REZONING 512 RIVES STREET AND 1401 MIDLAND STREET <br />FROM R-2 TO B-2 <br /> <br /> Mr. Hendrix stated that joint public hearings by the <br />Planning Commission and City Council had previously been <br />held on this rezoning request. <br /> <br /> Mr. Huja reviewed the rezoning request and listed the <br />following reasons for the Planning Commission's <br />recommendation to deny the rezoning: 1) No circumstances <br />have changed since the last rezoning request (at which time <br />rezoning was denied), 2) The proposed zoning is not in <br />harmony with the Land Use Plan of the Comprehensive Plan, 3) <br />The potential uses allowed in B-2 zones would be <br />incompatible with existing uses in this block and the <br />immediate area, 4) No compelling reasons have been presented <br /> <br /> <br />
