This term will expire on December 31, 1989. <br /> <br />STAFF REPORT: RIVANNA PARK MASTER PLAN <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />Rivanna Park is scheduled to be developed in three phases <br />over a nine-year period. The Park is planned to be family <br />oriented with a variety of active and passive areas. A <br />summary and master plan of the Park has been developed by <br />Rieley and Associates, landscape architects. <br /> <br /> Mr. Will Rieley of Rieley and Associates, showed a <br />slide presentation of the various phases planned for the <br />Park. <br /> <br /> Mr. Eugene German, Director of Parks and Recreation, <br />stated that phase one which will include grading for all <br />three phases, parking, three softball fields, tennis <br />courts, and playgrounds, will begin in late spring, with <br />opening planned for spring of 1988. Mr. German stated <br />that the City's share of the year's operating budget would <br />be $120~000. <br /> <br /> Mr. Buck stated that he was pleased with the plans <br />for the Park, but questioned whether the picnic shelters <br />would be better spread out over a larger area. <br /> <br /> Mr. Rieley stated that other picnic areas would be <br />provided other than the picnic shelters, but stated that <br />Mr. Buck's comments would be addressed. <br /> <br /> Mr. Buck questioned whether the issue of an admission <br />fee had been resolved for the Park. <br /> <br /> Mr. German stated that it is presently proposed to <br />collect $1 per car. <br /> <br /> Mr. Buck stated that he was concerned that charging a <br />fee would deter people from using the Park. <br /> <br /> Mr. German stated that he would favor no fee and <br />noted that there were concerns about charging an admission <br />fee when certain users of the Park, such as softball <br />players, were already charged a fee. Mr. German stated <br />that the staffs would continue to discuss the issue and <br />report back to Council and the Board of Supervisors. <br /> <br /> Mr. Buck questioned whether the Park could be <br />designed as presented by Mr. Rieley and remain within the <br />budget. <br /> <br /> Mr. Rieley stated that the master plan is a <br />somewhat larger, better picture than what is budgeted for <br />and that decisions will need to be made in the future to <br />either cut back or spend additional money. <br /> <br /> Mr. Towe questioned whether costs for picnic shelters <br />and other park equipment could be made public in the event <br />that civic organizations would like to make donations. <br /> <br /> Mr. Rieley stated that the costs could be made <br />available. <br /> <br /> Responding to a question from Mr. Towe concerning the <br />availability of electricity in the Rivanna Park picnic <br />shelters, Mr. German stated that it is not currently <br />planned to provide electricity in the shelters, but that <br />it would be relatively inexpensive to provide it. <br /> <br /> Mr. Rieley stated that approximately 400 parking <br />spaces would be provided in the Park. <br /> <br />Mr. German stated that the City and County have <br /> <br /> <br />
