120 <br /> <br />to study possible legislation which would allow the City to <br />control architectural design in entranceways to the City. <br />Mr. Buck requested that Council approve the proposed bill <br />drafted by the City Attorney so that Delegate Mitchell Van <br />Yahres could introduce the legislation during the present <br />session. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />Council unanimously supported the proposed State legislation <br />regarding design control over entranceways into the City. <br /> <br />lng was <br /> <br />adjourned. <br /> <br /> CA~k .... ! <br /> <br />COUNCIL CHAMBER - February 2, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the minutes of JanUary 14th were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, the <br />minutes of January 15th were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, the <br />minutes of January 20th were unanimously approved as <br />amended. <br /> <br />PUBLIC <br /> <br /> Mr. Frederick Snyder presented Council with a <br />petition concerning the need for protective tree <br />legislation in Charlottesville. <br /> <br /> Mr. Buck noted that the Planning Commission and <br />Council would be holding a public hearing on the matter at <br />the next Planning Commission meeting. <br /> <br /> Sergeant Davis, representing the Fraternal Order of <br />Police, stated that the Police will be holding a cake <br />auction on February 19th and 20th to raise money for <br />Easter Seals, and presented Council members with a summons <br />requesting that they bake a cake for the auction or make a <br />donation of $25.00. <br /> <br />REQUEST: NORTHWESTERNVIRGINIA HEALTH SYSTEMS AGENCY <br /> <br /> Ms. Betty Newell, a member of the Northwestern <br />Virginia Health Systems Agency Board, stated that the <br />Health Systems Agency is a private, not-for-profit agency <br />which provides certificates of need for health services <br />and acts as a facilitator and catalyst for health <br />activities in the community. Ms. Newell stated that <br />federal funding has been withdrawn and that a bill has <br />been introduced in the State legislature requesting <br />increased State funding, but that an immediate need for <br />operating funds exists for the agency. Ms. Newell stated <br />that other localities were being approached for emergency <br />funding. Ms. Newell requested that Council approve <br />funding of $2,454. <br /> <br /> Responding to a request from Mr. Towe regarding <br />foundation funding, Ms. Newell stated that the agency was <br />previously not eligible for foundation funding because it <br />received federal funds. Ms. Newell added that grant money <br />is now actively being sought. <br /> <br /> <br />
