116 <br /> <br />STAFF REPORT: TREASURER'S REPORT ON DELINQUENT TAXES AND <br />EXONERATIONS <br /> <br /> Mr. Hendrix stated that the Treasurer must present the <br />report on delinquent taxes and exonerations to Council and <br />then the matter is referred to the Finance Committee. <br /> <br /> Mr. Barnes questioned how the figures compared with <br />other localities. <br /> <br /> Mr. L. G. Harding, Treasurer, stated that the figures <br />were slightly better than last year and other localities. <br />Mr. Harding noted that the City can never collect all of the <br />personal property taxes that are owed, but will eventually <br />collect all of the real estate taxes. <br /> <br />STAFF REPORT: RECREATION FEES <br /> <br /> Mr. Hendrix stated that the Director of Parks and <br />Recreation had recommended that certain recreation fees be <br />increased in order to meet the increased cost of providing <br />the services and to purchase new equipment. The increases <br />included a $10 per team increase for volleyball, a $0.50 <br />increase per 9 holes of golf, an increase of 30% for annual <br />fees for golf memberships, an increase of $5 per hour <br />for use of the Recreation Center, and an increase of $5 for <br />park'shelters. Mr. Hendrix stated that the increase in the <br />golf fees would bring order to a very crowded golf course <br />by providing a starter and ranger for the course. <br /> <br /> Mr. Towe questioned whether a comparison had been done <br />with other localities concerning golf fees and whether the <br />fees could beset earlier in the year to enable people to <br />give memberships as Christmas presents. <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />stated that a survey would be done of other localities and <br />that the fees could be set earlier. <br /> <br /> Mr. Roy Baltimore, 1603 Market Street, stated that Pen <br />Park Golf Course was becoming too expensive for senior <br />golfers to afford to play there. <br /> <br /> Mr. Ed Eidelberg, Old Salem Apartments, stated that he <br />felt the fees for the golf course were becoming exorbitant <br />and even though he lived in the County, he spent <br />considerable amounts of money in the City. <br /> <br /> Mr. Burrell Blume, 920 Bolling Avenue, stated that he <br />is on a fixed income and could not afford to pay an increase <br />in fees. <br /> <br /> Mr. Buck questioned how much additional revenues would <br />be generated from the golf fee increases and when the fees <br />were last increased. <br /> <br /> Mr. German stated that the increase in daily fees would <br />amount to $15,000 and the annual membership increase would <br />amount to $7,500. Mr. German stated that the last increase <br />was at least two years ago. <br /> <br /> Mr. Barnes stated that the golf course was more <br />self-supporting than other recreational facilities and <br />questioned whether volunteers could be used for starters and <br />rangers° <br /> <br /> Mr. Hendrix stated that the rangers must act with <br />authority and he did not think volunteers would be <br />appropriate for that use. Mr. Hendrix emphasized that the <br />increase in fees would allow the City to improve the quality <br />of golf. <br /> <br />Mr. Buck asked the golfers in attendance if they <br /> <br /> <br />
