117 <br /> <br />thought a 5% increase in annual memberships over the next <br />several years would be acceptable. <br /> <br /> Mr. Eidelberg stated that he felt a 5% increase would <br />be fair. <br /> <br /> Mr. German stated that consideration may be given to <br />having no annual memberShips in the future. <br /> <br /> Mr. Buck recommended that the reduced increase of 5% <br />for annual memberships for the golf course be applied only <br />to seniors and senior couples. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />recreation fees were approved as recommended, with a 5% <br />ceiling set for annual memberships at the golf course for <br />seniors and senior couples. <br /> <br />STAFF REPORT: DRAINAGE PROJECTS <br /> <br /> Mr. Hendrix stated that following a recent public <br />hearing, the Planning Commission recommended that eight <br />projects be considered high priority and be funded 100%, <br />that projects with medium priorities be funded on a 75%/25% <br />ratio, and low priority projects be funded on a 50%/50% <br />ratio. Mr. Hendrix noted that the Planning Commission had <br />recommended that~two projects previously considered high <br />priority (DelMonte/Morton Drive) remain a high priority, but <br />be funded with the 75%/25% ratio° Mr. Hendrix stated that <br />it was staff's recommendation that approval be given to the <br />high priority projects so that bidding could begin. <br /> <br /> Mr. Towe stated that citizens have stated that they <br />have been promised that their drainage problems would be <br />corrected and now find that they must participate in the <br />cost of the repair. <br /> <br /> Mr. Hendrix stated that he did not feel promises had <br />been made to citizens, though they had been told that they <br />were on a priority list but funding had never been approved. <br /> <br /> Mr. Buck recommended that Council only deal with the <br />high priority projects at this time and schedule a work <br />session for the medium and low priority projects. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />Council authorized staff to move forward with the eight high <br />priority projects recommended by the Planning Commission. <br /> <br /> Mr. Bill Gentry, property owner on North Berkshire <br />Road, stated that he had been'told that his drainage project <br />was scheduled and was later told of the 75%/25% ratio for <br />medium priority projects. <br /> <br /> Mr. Buck stated that Mr. Gentry would be notified about <br />the work session that Council would hold on the remaining <br />drainage projects. <br /> <br />STAFF REPORT: TONSLER PARK TENNIS COURTS <br /> <br /> Mr. Hendrix stated that staff recommended that four <br />tennis courts and a parking lot be constructed at Tonsler <br />Park and that the courts not be lighted at this time. Mr. <br />Henrix stated that in order to construct the tennis courts <br />as recommended, an appropriation of $13,085 was necessary <br />out of the City's General Fund. <br /> <br /> Mr. Towe recommended that any preliminary lighting work <br />be done during construction of the tennis courts which might <br />reduce the expense of installing them at a later date. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, the four <br />non-lighted tennis courts and parking lot were authorized <br /> <br /> <br />
